Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background
The NATO Communications and Information Agency (NCI Agency), based in The Hague, The Netherlands, plays a vital role in developing new capabilities and supporting existing systems to enhance NATO's operational effectiveness. Central to this effort is the C2 Service Centre, which requires a seasoned solution architect with expertise in Command and Control (C2) System Engineering, Data Lake architectures, Data Modelling, and Cloud Technologies. The solution architect will serve as a technical subject matter expert, providing high-level solutions that guide the design and development of integrated, scalable systems aligned with NATO’s strategic goals.
This role involves shaping and communicating comprehensive technical solutions to ensure they meet both current and future business needs, including automation of processes and seamless integration across the NATO Data Lake/NCDF ecosystem. The architect will contribute to the development, maintenance, and enhancement of software modules supporting data search, integration, and analytics, specifically within the Lake Diver and Integration Core components. Additionally, the role may require influencing organizational, process, and operational changes to optimize system performance, ensure compliance, and facilitate strategic decision-making for NATO’s evolving data infrastructure.

- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Role Duties And Responsibilities
- Supporting guiding the development team to make sure that capabilities are being developed useful to NATO Enterprise.
- Supporting managing stakeholders to capture and develop the requirements, architecture, components and vision of Data Lake, Lake Diver and INT-CORE.
- Engaging with user communities to capture the operational requirements.
- Participating in yearly exercises such as Coalition Warrior Interoperability Exercise (CWIX) and/or Bold Quest as one of the technical leads in the month of June taking place in Poland or other exercise locations.
- Engage with nations to develop test plan scenario, architecture and support the execution of the exercise as the key SME.
- Visiting operational entities across NATO Enterprise to conduct interviews with operators. Understand user requirements and translate the requirements into solutions.
- Producing detailed component specifications and transform it into detailed designs for implementation.
- The providing of comprehensive guidance on the development of, and modifications to, solution components to ensure that they take account of relevant architectures, strategies, policies, standards and practices and that existing and planned solution components remain compatible.
- If needed, act as part the development team by developing software code.
- Ensure appropriate standards (including industrial, international and NATO) are adhered.
- Provides advice on technical aspects of system development and integration (including supporting change management processes).
- Assist in the preparation of technical plans and works to ensure that appropriate technical resources are made available.
- Primary knowledge in and well versed in C# with a minimum experience of 4 years.
- Well knowledge in .NET Core and NET 8+
- Well Knowledgeable in JavaScript, Angular and HTML5 with at least 4 years of recent experience.
- Strong knowledge of system design architecture, overall system to system integration in the ecosystem of high efficiency information exchange
- Knowledge of at least 3 years of experience with system integration, data modelling data translations, transformations and modelling processes
- Comfortable in presenting solutions to working groups
- Strong knowledge and practical experience of the following (a minimum of 24 months in the last 40 months) with:
- industry equivalent of Data Bricks, Apache Kafka, Sparks, RabbitMQ and/or similar
- Software and/or System Architecting in modern industry standards such as UML
- Knowledge of modern software development methodologies (e.g. Software development life cycles, Agile methodologies), a certification in the field of agile software development and/or SCRUM is a plus.
- It is desirable that the architect is well experienced with JSON, XML, XSD, will have to learn XQUERY and XPATH and/or XSLT rapidly,
- Very Desirable, but not mandatory knowledge in XSLT
- Flexible, cooperative and customer focussed attitude; sets high standards for quality and quantity; monitors and maintains quality and productivity; works in a systematic, methodical and orderly way;
- Must have the nationality of one of the NATO nations.
- Fluency in English, both written and spoken, is required.
