Job Description: Deputy Information Security Officer / Compliance Officer

Mission Context
As part of a framework contract for the provision of technical experts, this mission is within an international organisation based in Strasbourg.The organisation is committed to protecting fundamental rights, promoting democracy, and managing secure and efficient information systems. The Information Technology Directorate plays a key role in the deployment and governance of these systems.
Specific Skills - Deputy to the Information Security Officer (RSI)
- Strong project management skills.
- Team management, listening, and contextual understanding.
- Knowledge of security standards (e.g., ISO 27000, EBIOS RM).
- Implementation and follow-up of action plans post-audit (risk analysis, application audits, internal audits).
- Budget management for information security.
- Oversight of solution life cycle and renewal.
- Preparation of RFPs and business cases.
- Substitution for daily activities of the Security Officer during absences.
- Crisis management: prioritisation of actions and communication follow-up.
- Creation of institutional communications.
- Security expertise in application and infrastructure projects.
- Evaluation of security solutions.
- Qualification of security alerts (SOC/EDR/SIEM) and security tickets.
- Monitoring and supervision of security audits (minimum two per year).
- Conducting risk analyses.
- Daily security management, regular user contact, and supervision under the "six-eyes principle".
- User training.
- Creation and updating of e-learning modules.
- Development of phishing campaigns and other awareness initiatives.
- Operation of existing security software and solutions.
- Creation and updating of security documentation (policies, procedures, guides).
- Regulatory and technical security monitoring.
General Skills
Professional and Technical Skills:
- Professional qualifications or specialized studies (preferably a university degree in computer science).
- At least two years of professional experience in similar activities (may be increased depending on the number of applicants).
- Professional expertise and IT skills.
- Analytical skills and problem-solving ability.
