Our client, a prominent large enterprise in Abu Dhabi, seeks an experienced Senior Technology Program Leader to drive strategic technology initiatives with a 12-month, high-impact secondment. Reporting to the Executive Director of Strategy and working closely with the CEO, COO, and CIO, this leadership role is pivotal in translating strategic objectives into tangible outcomes. The successful candidate will have a proven track record in public sector and utility organizations, a solid background in operational technology (OT), and experience within airports or urban environments.

Key Responsibilities

• Program Management & Strategic Orchestration: Lead cross-functional technology programs that align with the organization’s strategic goals, ensuring each initiative is managed and executed to drive measurable impact.
• Smart City Ecosystem Development: Establish and develop a forward-looking smart city ecosystem by designing and implementing urban infrastructure solutions that enhance community engagement, efficiency, and resilience.
• Procurement Leadership: Oversee and manage procurement processes, including RFP development, vendor selection, and contract management, to secure the best solutions for technology initiatives.
• Executive Collaboration: Partner with the CEO, COO, and CIO to maintain strategic alignment, facilitate effective communication, and ensure collaborative execution of technology projects.
• Operational Technology (OT) Expertise: Apply specialized knowledge in OT to manage and optimize critical systems within the utility and urban sectors, ensuring infrastructure resilience and operational continuity.
• Public Sector & Utility Focus: Utilize experience within public sector or utility organizations to address sector-specific challenges, regulatory considerations, and best practices.

Qualifications

• Senior IT Leader Experience: Demonstrated success in senior technology leadership roles, preferably in public sector or utility environments, with C-level collaboration and influence.
• Operational Technology (OT): Strong technical expertise in OT, with the ability to integrate, manage, and innovate within utility-focused OT systems.
• Smart City Development: Background in smart city or urban environment technology, particularly within airport or large-scale urban infrastructure contexts.
• Program & Project Management: Extensive experience in program management, with a proven ability to drive large-scale, cross-functional initiatives.
• Procurement & Vendor Management: Skilled in managing the end-to-end procurement process, with a track record of delivering high-value vendor partnerships.
• Stakeholder Engagement: Excellent interpersonal skills, with the ability to engage and align multiple stakeholders across executive, operational, and technology teams.
