Project Manager

Role Summary

The client is seeking 2 full-time Senior Product Owners / Project Managers to support daily operations for a period of 3–6 months. The resources will oversee the delivery of complex, cross-organizational digital products within an Agile SCRUM framework, ensuring timely and high-quality execution. Both professionals must possess proven business analysis capabilities, including complex requirement gathering, planning, and stakeholder management (15+ stakeholders).

At least one of the resources must have significant experience in leading successful pilots and rollouts of new digital products/features across multiple organizations, with demonstrated change management skills. Proven experience with web-based development is mandatory. Experience in mobile development is considered a plus.

Project Context – UN Booking Hub Ecosystem

The UN Booking Hub is a global shared service supporting 17 UN entities in delivering services to over 8 million humanitarian customers annually. The platform serves as a marketplace connecting service providers and consumers across B2B and B2C contexts. It offers more than 15 integrated digital services in domains such as transportation, accommodation, medical, flights, and engineering services. While already live, the platform is continuously evolving to integrate additional services and enhance user experience.

Current Phase: The platform is in a scaling phase. However, the two professionals will be involved in projects at different stages.

Specific Assignments

• PO/PM with Change Management Expertise: Assigned to 2–3 rollout-phase projects (not necessarily in parallel). These require coordination with multiple stakeholders, field representatives, and execution of change management strategies across countries.

• Standard PO/PM: Will handle two areas:

– Ecosystem Core Evolution and Maintenance: Development of cross-service features such as monitoring, security, data, and performance. Also responsible for maintenance and coordination.

– Evolution of Scaled Services: Involves enhancing existing features or developing new ones from analysis to rollout.

Platform and Tooling

Delivery platform: Azure DevOps, with CI/CD pipelines. Product Owners are expected to work within this environment.

Additional tools include:

• Slack – team communication

• Azure DevOps – SCRUM management

• Google Analytics, Microsoft Clarity, Sentry, ThousandEyes – monitoring and analytics

• Figma – design collaboration

Role Definition and Required Skills

Both professionals are expected to operate as Product Owners with PM and BA skills. The key distinction is change management responsibility for one of the profiles. There is flexibility to split the rollout role into a PO and a Change Manager, each at 0.5 FTE.

• Certifications: Not required, but PMP or CSPO are a plus.

• Deliverables: User stories, workflows, project status updates, and all relevant documentation.

• Requirements Tools: Proficiency expected in Slack, Azure DevOps, and optionally BPMN.

Team and Reporting Structure

• Reporting: Each Product Owner will report to the Product Manager in their functional domain (e.g., Supply Chain).

• Team Setup: Each PO will handle up to 2 parallel projects with related SCRUM teams (typically 4–5 developers).

• Methodology: SCRUM is already in place. No setup required by incoming POs.

• Stakeholders: Primarily internal—other POs/PMs, IT staff, solution architects.

• Governance: Regular interaction with project managers and architects. No involvement in steering committees or executive briefings.

Timezone and Response Deadline

• Candidates must be located within ±2 hours of Rome time and guarantee availability during core working hours.
