The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Role Duties And Responsibilities
- Support Federated Mission Networking (FMN) Capability Planning Working Group (CPWG) Sprints
- Support FMN Multinational CIS Security Management Authority (MCSMA) Security Risk Assessment (SRA) Tiger Team
- Support FMN MCSMA Working Group preparation meeting (with MCSMA WG team leads and secretariat)
- Support FMN CIAV WG to ensure any Data Centric Security (DCS) test requirements are covered in line with developing Implementation Plan
- CWIX scoping and planning to ensuring any DCS experimentation that is scoped for CWIX is covered in line with developing Implementation Plan
- Participate in and provide input to the DCS Workshops
- FMN Support meetings
- Required skillset of the proposed incumbent is extensive knowledge and experience (more than 5 years) in the following areas:
- Knowledge of military mission command and control (C2) Communications and Information Systems (CIS), mission operating environments and constraints;
- Knowledge of Federated Mission Networking and the Spiral Development process;
- Knowledge in NATO military and civilian structure, organizations and agencies;
- Knowledge of ISO/IEC27002 Security Controls, risk assessment methodologies, and risk management;
- General familiarity with Security Accreditation processes, and specifically the NATO Security Accreditation approach;
- Knowledge of Data Centric Security, Zero Trust architecture concepts, and implications to interoperability requirements;
- Strong diplomacy, coordination and persuasion skills; Strong leadership skills; Strong planning skills;
- Strong analytical thinking; Strong reporting and writings skills; Strong presenting skills;
- Accuracy and attention to details;
- The need to take ownership of tasks and wish to accomplish them to the end;
- Self-discipline and ability to work and deliver results with minimal supervision.
- Knowledge of NATO networks, and specifically deployable aspects;
- Knowledge of enterprise modelling (specifically ArchiMate® Enterprise Architecture Modelling Language) and familiarity with the open source Archi tool
- The contracted individual will hold a University degree at a nationally recognized/certified University in a technical subject with substantial Information Technology (IT) content and 5 years post-related experience. The lack of a university/college degree may be compensated by the demonstration of at least 10 years extensive and progressive expertise in the duties related to the role.
- Advanced English
- On-site at the NCI Agency location in The Hague (NL), specifically for in-person deliverable-based meetings. Remote work is acceptable.
- Hybrid (average 50% on-site and 50% remotely)
- Some travel to other NATO sites may be required
- Valid National or NATO Secret personal security clearance
