Overview

Frontex is seeking an experienced PHP Developer with strong technical and leadership skills to support the deployment and maintenance of training and learning management systems in Microsoft Azure Cloud. The consultant will design, develop, and optimize PHP-based applications, ensuring security, performance, and business continuity.

Required Certifications

Candidates must hold at least one of the following:

Intermediate-level certification in software development relevant to the domain, OR

Equivalent internationally recognized certification (subject to acceptance by the Contracting Authority).

Knowledge and Skills

Full lifecycle experience of at least one complete solution.

Expertise in developing enterprise-level software systems.

Strong knowledge of UML and ability to design applications in UML.

Proficiency in designing and developing data layer, business logic layer, and UI layer.

Experience working in Scrum development environments.

Ability to lead technical teams and document technical solutions effectively.

Strong problem-solving skills

Specific Requirements

Direct participation in at least 3 successfully implemented projects using PHP, HTML5, CSS3, JavaScript, and MySQL/MSSQL.

Minimum 5 years of professional experience with PHP.

Deep knowledge of PHP development language.

Experience with cloud development and deployment in at least 2 projects.

Proficiency in frontend development skills (JavaScript, ES6, CSS extension languages, Bootstrap).

Typical Responsibilities

Design and develop systems.

Lead development teams and mentor junior developers.

Translate business requirements into system designs.

Optimize applications for performance, security, and quality.

Produce and maintain technical documentation.

Estimate effort and timelines for development.

Define and enforce software development standards.

Propose technical solutions to meet business needs.

Collect and interpret software metrics.

Contribute to requirements analysis, testing, QA, change management, and deployment.

Prototype new solutions.

Act as 2nd and 3rd line technical support.

Objectives

The contract objectives include:

Deploying and maintaining PHP-based applications for training and learning management in Microsoft Azure Cloud, integrated with other Frontex systems.

Designing and developing new features to meet evolving business requirements and user expectations.

Ensuring business continuity and alignment of functionalities with business processes.

Keeping systems updated to the latest stable versions, mitigating security vulnerabilities, and enhancing performance.

Performing corrective, adaptive, and preventive maintenance across all PHP-based applications.

Tasks

Task 1: Custom Development

Adapt PHP applications for deployment to Microsoft Azure Cloud.

Design and develop applications according to business requirements and user stories.

Collaborate with Product Managers and Product Owners to enhance usability and user experience.

Optimize software performance, security, and quality.

Conduct accessibility testing (e.g., screen readers).

Produce design, development, and user documentation.

Report on software development progress.

Estimate effort and development timelines.

Define and enforce development standards.

Contribute to requirements analysis, QA, testing, change management, and deployment.

Prototype and demonstrate solutions.

Provide training to Frontex administrators on application usage.

Task 2: Maintenance & Support

Perform adaptive maintenance, including upgrades of OS, databases, plugins, and infrastructure components.

Conduct corrective maintenance to fix failures, vulnerabilities, and performance issues.

Implement preventive maintenance to avoid bugs and errors.

Collaborate on defining business requirements for adaptive maintenance.

Maintain detailed reporting documentation.

Provide 2nd and 3rd line technical support on a daily basis.
