Project Manager / Business Analyst (Regulatory Change – CPC)

Contract: 6–9 months

Location: Dublin (50% hybrid)

Overview

We are seeking a highly capable and hands-on Project Manager / Business Analyst hybrid to join a regulatory change initiative already in progress. This role is ideal for someone who thrives in fast-paced environments, is delivery-focused, and brings both strategic oversight and detailed analytical capability.

The project is a non-IT regulatory refresh aligned with the Central Bank of Ireland’s Consumer Protection Code (CPC). It focuses on adapting banking and insurance practices for the digital age, requiring a cultural shift across the organisation. The successful candidate will play a pivotal role in ensuring compliance and readiness by the March deadline.

Key Responsibilities

  • Lead and drive the delivery of a regulatory change project, ensuring milestones are met and risks are managed.
  • Conduct deep-dive analysis of existing documentation and processes to ensure alignment with updated CPC regulations.
  • Track actions, identify and escalate risks, and ensure accountability across workstreams.
  • Collaborate with workstream leads and hold them to delivery commitments.
  • Engage with UK counterparts to understand and leverage their implementation approach.
  • Update and manage project documentation, ensuring traceability and audit-readiness.
  • Support the cultural change aspect of the regulation by aligning internal practices with regulatory expectations.
  • Provide clear, concise reporting to senior stakeholders.

Required Skills & Experience

  • Proven experience as a Project Manager with strong Business Analysis capabilities.
  • Demonstrated ability to work independently and take ownership — a true “doer”.
  • Experience working on regulatory or compliance-driven projects, ideally within financial services.
  • Strong understanding of the Central Bank of Ireland’s CPC regulation or similar frameworks.
  • Excellent stakeholder management, communication, and influencing skills.
  • Ability to manage ambiguity and drive clarity in complex environments.
  • Comfortable working in a hybrid model (50% onsite in Dublin).

Desirable

  • Previous experience working on cultural or regulatory transformation projects.
  • Familiarity with both banking and insurance sectors.
  • Experience engaging with cross-border teams.
