Senior Project Manager – Zeeland Energy Terminal (ZET)

Drive one of the Netherlands’ most strategic LNG projects

At VTTI, one of the world’s leading energy storage providers, we are looking for an experienced Senior Project Manager to lead the development and execution of the Zeeland Energy Terminal (ZET). This project will strengthen the Dutch energy supply by providing additional LNG import capacity through Floating Storage and Regasification Units (FSRU) in Vlissingen and Terneuzen.

With the first permitting phase successfully completed, ZET is now entering an exciting stage. The project scope includes (i) quayside development in close collaboration with the Port Authorities, (ii) infrastructure and utility integration (gas, power, heat), and (iii) the conversion of an LNG carrier (LNGC) into an FSRU. This is a unique opportunity to lead a strategically important project for both the Dutch government and the regional Zeeland economy.

Your role as Senior Project Manager

You will lead and direct the project organization, ensuring safe, timely, and cost-effective delivery in line with VTTI’s Project Management Framework and governance processes.

Key responsibilities:

• Take full ownership of the ZET project scope, budget, and schedule, ensuring safe execution and high-quality delivery.
• Effectively manage pre-feed and feed delivery all the way to FID, securing the interfaces between the main scope items of the project.
• Be a strong and rely-upon partner in contract negotiations.
• Build, staff, and manage a fit-for-purpose Project Management Team (PMT) to drive project success.
• Establish and maintain strong alignment with Business Development, Operations, HSE, and Permitting.
• Lead governance through Investment Committees, Steering Committees, and project boards.
• Apply value engineering to improve competitiveness and minimize delays or cost impacts.
• Approve and oversee project procedures, execution plans, schedules, budgets, org charts, and risk registers.
• Drive proactive risk management and implement recovery plans where needed.
• Ensure strict adherence to change management processes.
• Deliver comprehensive project closeout reports including lessons learned and improvement areas.

What we’re looking for

• University degree (Bachelor/Master) in Engineering or a relevant technical discipline.
• Minimum 15 years of project management experience, with a proven track record of delivering large-scale energy infrastructure projects (preferably LNG/FSRU, port or utilities integration).
• Strong technical background and knowledge of engineering principles and contract management.
• Deep understanding of project stage-gate processes and deliverable management.
• Excellent leadership, stakeholder management, and communication skills.
• Hands-on, resourceful, and decisive in complex, multi-stakeholder environments.
• Fluent in English; Dutch proficiency is preferred but not required.
