The Ontario Financing Authority (OFA) is seeking a visionary, results-oriented executive to serve as its next Chief Operating Officer (COO). This is an opportunity to lead large-scale enterprise operations, including risk oversight, IT, human resources, and investor and stakeholder communications, while contributing directly to the stewardship of Ontario's public finances. As a key member of the Executive Team, you will play a critical role in driving the OFA's core values of respect, innovation, teamwork, and accountability, while being a trusted operational leader. We are seeking an accomplished senior executive with proven leadership capacity who can step confidently and immediately into this complex role.

About the job

Reporting to the CEO, the Chief Operating Officer will:

  • oversee enterprise operations including risk management, IT, procurement, HR, internal/external communications, and investor relations
  • act as a trusted advisor to the CEO and provide strategic and operational leadership to the OFA's Executive Team
  • advance modernization initiatives that promote efficiency, innovation, and integrated service delivery
  • lead enterprise risk management for the province's almost $500 billion in debt and $40+ billion annual borrowing program
  • oversee the implementation of the People Plan to attract, retain, and develop high-performing teams aligned with the OFA's core values and strategic priorities related to succession planning, learning and development and culture
  • oversee operational contributions to key government priorities including the Borrowing and Debt Management chapter of Ontario's budgets and fall economic statements
  • strengthen stakeholder trust and internal collaboration by rebuilding relationships and bridging silos across functions
  • provide leadership while demonstrating the Ontario Public Service leadership behaviours and fostering a culture of collaboration, inclusion and excellence


What you bring to the team


Executive Leadership

You are a trusted senior executive who:

  • leads large-scale, multi-disciplinary teams with integrity, transparency, and a focus on continuous improvement
  • inspires organizational culture change through mentorship, coaching, and performance-driven results
  • has proven executive and people-focused leadership skills and ability to drive people-centered solutions and deliver on strategic goals
  • navigates high-stakes executive and public sector environments with political acuity and discretion
  • leads with foresight and demonstrates the leadership maturity expected of an executive in the CEO successor stream at the OFA


Operational Planning, Efficiency and Oversight

You bring strong operational oversight across multiple domains, with expertise in:

  • Risk management: Enterprise-wide risk identification, mitigation, and reporting
  • IT governance: Infrastructure, cybersecurity, business continuity, and digital modernization
  • Corporate Initiatives: Human resources, including talent management, succession planning, and organizational effectiveness; and Investor Relations, Communications, and Procurement


Stakeholder Management and Political Acuity

You are a collaborative leader who:

  • rebuilds and strengthens relationships across internal and external partners, including ministries, financial institutions, vendors, and regulators
  • understands government decision-making processes and fiscal policy priorities
  • provides thoughtful, persuasive briefings to elected officials, senior executives, and oversight bodies
  • demonstrates sound judgment and tact when navigating contentious or high-profile issues
  • is skilled in fostering productive relationships to achieve shared goals
