System Analyst

Our customer, an eLearning solutions provider, is seeking an experienced System Analyst to support the delivery of a state-wide public sector Learning and Development System.

Based in Riga, Latvia, this role focuses on designing, validating, and integrating complex IT solutions within government IT frameworks.

The position requires bridging business and technical teams, ensuring compliance with public sector standards, and supporting system implementation across the full project delivery life cycle.

Main Responsibilities

• Oversee the design and implementation of all project streams, ensuring compliance with the technical specification of the Learning and Development System
• Review integration requirements with existing public sector IT systems and validate proposed solutions
• Act as a bridge between business stakeholders and technical teams by formulating and asking the right technical questions
• Ensure system architecture, data flows, and integrations are feasible and aligned with public sector IT standards
• Prepare and maintain technical documentation, including workflows, process descriptions, and system integration schemes
• Participate in system testing, including performance, usability, security, and integration tests
• Support change management by providing clarity on how the system will operate in practice and how different modules will interact
  
  
  

Requirements

• Proven experience as a System Analyst, IT Architect, or similar role in complex IT system development or implementation projects
• Strong understanding of system architecture, data flows, APIs, and integration methods
• Familiarity with the public sector IT landscape, including its regulatory framework, integration challenges, and security standards
• Ability to analyse technical specifications, identify gaps, and ensure solutions meet both functional and non-functional requirements
• Experience in writing clear and structured technical documentation (workflows, data models, system requirements)
• Knowledge of software testing methodologies and hands-on participation in system testing
• Strong communication skills to collaborate with technical teams, vendors, and stakeholders
• Excellent command of both Latvian and English (written and spoken)
