This incumbent will plan and implement enterprise IT Systems in support of business operations in order to improve cost effectiveness and service quality and be responsible for all aspects of Business Technology Operations departments, driving enterprise-wide technological innovation efforts.

What You'll Do
- You will educate and influence internal and external stakeholders to comply with Singapore Pools' highly demanding and stringent procurement standards and protocols while adhering to tight project timelines.
- You will influence and convince business stakeholders on the prioritization and scope of projects, considering the limited number of project managers and predefined project budget.
- You will support CBTO in providing advisory to Project Steering Committee in its decisions to best achieve business strategies while ensuring timely delivery of projects within budget, given the limited number of project resources and predefined project budget.
- You will develop and establish relationships with technology providers and system integrators to build trust and synergy to facilitate project execution and procurement processes, considering the fast-paced environment whilst not compromising any protocols.
- You will oversee the leads managing the Data Centres, network and technical services operations and ensure efficient management of the Group's sales network, supporting IT systems, enterprise infrastructure solutions and Data Centre.
- You will plan, oversee and track the overall budget for the department and ensure operations are performed within budget.
- You will review and implement IT infrastructure to enhance operational efficiency and readiness.
- You will design, execute and evaluate onsite technical operations / support, and implement improvement projects.
- You will work closely with functional team to identify pain points and address issues promptly to minimise operations downtime.
- You will ensure that operations policies and work standards are properly implemented and as per regulatory requirements.
- You will ensure high quality and continuity of IT operations within the Infrastructure Operations department.
- You will attend IT audits and propose corrective actions based on feedback, ensure continuous improvement, manage customer priorities, and provide support to maintain customer satisfaction.
- You will chair to BT Governance Group(s) as required, determining the structure of the meetings and facilitating the proceedings to meet the respective governance group(s) objectives.
- You will work closely with CBTO to understand the strategic direction that the organisation is moving towards and co-define the role of IT to support and complement the business.
- You will work closely with Section Heads to ensure the quality of business partnering efforts, and that the IT requirements and demands of Business are properly and sufficiently understood and actioned upon.
- You will work closely with Section Heads to engage in conversations with Business around latest technological trends and disruptions and in turn drive the receptivity and adoption of innovation to drive the business forward.
- You will oversee department budget and resource allocation and ensure operations are performed within budget.
- You will provide thought leadership on the latest IT trends and disruption, and work closely with key stakeholders to shape and define ITs' strategy as part of the enterprise's overall strategic vision and ambition.
- You will manage a team of Section Heads across the functions of infrastructure operations, enterprise & gaming technology applications and omni-channel technologies.
- You will build strategic direction for BT operations and align with target state blueprints for business, applications and infrastructure.
- You will build long-term working relationships across departments/sections and promote cross team collaboration.
- You will oversee the employee management process for the team (e.g. staffing decisions, coaching, development, evaluation).
- You will manage, coach and mentor the team and support an environment in which all personnel can develop and apply their skills to meet individual and department goals.
- You will set performance targets and evaluate delivery against targets, counsel staff in career/ performance development.
- You will enforce/ensure corporate and department standards, policies and guidelines within the team.
- You have a Degree in the field of Information Technology, Computer Science or related field. Master's degree in one these fields is preferred.
- You have 12+ years in IT leadership role, with at least 6-8 years in an enterprise of a size comparable to Singapore Pools.
- You have successful track record in leading a business partnering IT team to drive technological and innovation efforts and increasing enterprise-wide technology and digital acceptance and adoption.
- You have extensive experience around digital transformation, technology innovation, digital strategy, emerging technologies, strategic partnerships and management of complex projects.
- You have exceptional team management skills to lead, coach and motivate multi-disciplinary teams in a dynamic and complex environment.
- You have the ability to appropriately assess risks, and to make empathetic, collaborative, and strategic decisions that positively impact the people, the company and all stakeholders.
- You have the ability to visualize mid-to-long-term strategies to support overall business objectives.
- You have excellent communication, negotiation and influencing skills to drive consensus across multiple stakeholders.
- You have the ability to build powerful executive relationships with the C-level and other key stakeholders to drive effective IT and business outcomes.

Singapore Pools was established by the Government on 23 May 1968 to provide safe and trusted betting to counter illegal gambling. As a not-for-profit organisation, all of Singapore Pools' surplus is channeled to Tote Board to fund a wide range of causes in social service, community development, sports, the arts, education and health. Currently, Singapore Pools contributes about $2 billion annually to the Government in the form of taxes and duties, and for the funding of good causes.
