Job purpose

As Technology and Security Director, you will lead the design, implementation, and governance of the EMI’s entire technology and security framework. You will ensure full compliance with DORA, EBA Guidelines, and Bank of Lithuania (BoL) requirements, while securing the resilience and integrity of the company’s payment infrastructure, including SEPA/SWIFT, core banking, card issuing, acquiring (POS, SoftPOS), and automated systems.

Responsibilities

1. ICT Governance & Regulatory Compliance

· Act as a liaison with investors, the board and strategic partners

· Own the implementation of Digital Operational Resilience Act (DORA) requirements, including:

· ICT risk management framework

· Advanced incident response and classification

· Digital operational resilience testing (TLPT)

· Oversight of critical third-party providers and outsourcing registers

· Ensure compliance with EBA ICT Guidelines, outsourcing frameworks, and BoL Circulars

· Lead internal ICT audits and supervise remediation plans

· Manage alignment with NIS2, ISO 27001, PCI DSS, and other relevant standards

2. Technology Infrastructure & Operations

· Structure processes, tools, documentation and development practices

· Oversee the architecture and operational availability of:

· Core banking systems

· Payment routing and gateways (SEPA, SWIFT, APIs)

· Card issuance platforms (including fraud management, tokenisation, and scheme integration)

· Acquiring platforms (POS estate, SoftPOS, terminal management, settlement)

· Supervise DevOps and infrastructure (cloud/on-prem), ensuring system integrity, scalability, and compliance

· Define and monitor KPIs/SLAs for technology and security operations

3. Cybersecurity Leadership

· Own the cybersecurity strategy, including:

· Threat detection and response

· Data encryption, secure coding, vulnerability scans

· Identity and access management (IAM)

· Business continuity and disaster recovery planning

· Ensure regular penetration tests and security audits

· Serve as the point of contact for cybersecurity incidents and BoL notifications under DORA

4. Team Management & Strategic Direction

· Build and lead the technology and cybersecurity teams

· Align IT roadmap with regulatory strategy and product development

· Report to the executive board on operational resilience, security KPIs, and risk posture

· Contribute to due diligence in partnerships, M&A, and vendor selection

Skills & Qualifications

· 5–10+ years of experience in senior IT or security roles within banking, EMI, or PSP environments

· Deep understanding of payment ecosystems (SEPA, SWIFT, card issuing/acquiring)

· Demonstrated experience implementing DORA, EBA, and BoL frameworks

· Strong leadership and crisis management capabilities

· Advanced knowledge of cybersecurity, network architecture, compliance, and cloud infrastructure

· Fluent in English; knowledge of Lithuanian or another EU language is a plus

Certifications (preferred):

· CISSP, CISA, CISM, or CRISC

· ITIL, COBIT, or similar frameworks

· Experience with ISO 27001, PCI DSS, SOC 2
