Position Overview:

The Healthcare Information Technology Business Analyst will be pivotal in bridging the gap between business teams and IT solutions. The ideal candidate will have over 7 years of experience in IT project development within a health plan environment and deep knowledge of provider operations. This role involves analyzing business requirements, recommending IT solutions, and ensuring seamless implementation to enhance healthcare operations and improve provider networks.


Key Responsibilities:

1. Business Analysis and Requirement Gathering

  • Collaborate with business teams, stakeholders, and IT teams to collect and document detailed requirements for healthcare IT solutions.
  • Analyze current business operations within provider operations functions, including network management, data quality, provider relations, capitated delegation & payments, provider directory, and DOFR module.
  • Identify pain points and recommend IT solutions that align with organizational goals and regulatory compliance.
  • Develop comprehensive business requirement documents (BRDs) and functional specifications for IT teams to implement.


2. Provider Operations Expertise

  • Provide subject matter expertise on provider operations and associated business functions, including network management, provider directory management, capitated payments, delegation agreements, and DOFR (Division of Financial Responsibility) modules.
  • Ensure IT tools and solutions meet the specific needs of health plans’ provider operations teams.
  • Collaborate with provider relations teams to identify and implement process improvements for provider management workflows.


3. Agile/Scaled Agile Framework

  • Actively participate in Agile/Scaled Agile Framework (SAFe) ceremonies, including:
  • Feature and story writing sessions.
  • Daily stand-ups.
  • Sprint planning and backlog refinement.
  • Sprint prioritization and reviews.
  • Act as a liaison between business stakeholders and scrum teams to ensure timely delivery of IT solutions.
  • Assist in breaking down epics into actionable stories and features aligned with organizational priorities.


4. Process Improvement and Solution Design

  • Advise business partners on process improvements and recommend enhancements to IT tools and software to improve operational efficiency.
  • Collaborate with IT developers and architects to ensure technical solutions are feasible and align with business requirements.
  • Evaluate and recommend third-party tools or software solutions to support provider operations functions.


5. Data Quality and Reporting

  • Work closely with business and IT teams to ensure data quality standards are met for provider directories and related systems.
  • Assist in designing and implementing data validation processes and tools to improve accuracy in reporting and analytics.
  • Collaborate with IT teams to ensure health plan systems are optimized for provider operations’ data needs.


6. Stakeholder Communication and Documentation

  • Develop and present clear, concise, and actionable documentation to stakeholders, including process maps, workflow diagrams, and requirements traceability matrices.
  • Serve as the primary point of contact for business stakeholders, ensuring alignment on project goals, timelines, and deliverables.
  • Communicate effectively with business and technical teams, translating complex technical concepts into business-friendly terms.


7. Problem Solving and Support

  • Act as a problem solver by identifying root causes of operational or technical challenges and developing effective solutions.
  • Provide post-implementation support to ensure IT solutions are adopted successfully by business teams.
  • Partner with QA teams to validate functionality and ensure solutions meet business expectations.


Required Qualifications:

Education:

  • Bachelor’s degree in Information Technology, Healthcare Administration, Business, or a related field.

Experience:

  • Minimum 7+ years of experience in IT project development within a health plan environment.
  • Exclusive experience working with health plan provider operations, including:
  • Network management.
  • Data quality and validation.
  • Provider relations.
  • Capitated delegation & payments.
  • Provider directory management.
  • DOFR module expertise.
  • Adequate experience working with business teams and stakeholders to gather requirements, design solutions, and recommend process improvements.
  • Proven track record of working within Agile/Scaled Agile Framework (SAFe) environments, actively participating in ceremonies such as sprint planning, backlog refinement, and prioritization.


Technical Skills:

  • Knowledge of IT tools and systems commonly used in health plans for provider management.
  • Familiarity with data quality tools, reporting systems, and workflow automation tools.
  • Ability to analyze and document workflows, processes, and system requirements.


Soft Skills:

  • Exceptional analytical and problem-solving skills to identify root causes and develop effective solutions.
  • Excellent written and verbal communication skills, with the ability to communicate complex concepts to both technical and non-technical audiences.
  • Strong interpersonal skills with the ability to collaborate effectively with cross-functional teams.
  • Highly organized, detail-oriented, and capable of managing multiple priorities.


Preferred Qualifications:

  • Experience with health plan IT systems such as provider directories, claims processing, or delegation management tools.
  • Certification in Agile practices, such as Certified Scrum Product Owner (CSPO) or SAFe Agilist.
  • Familiarity with healthcare compliance standards such as HIPAA and HITECH.
  • Experience with data analytics tools or platforms, such as Tableau or Power BI.
