Background

SoCha is currently bidding to the UK Foreign, Commonwealth & Development Office (FCDO) to deliver the Verification and Technical Assurance Programme-Ukraine (VERITAS-UKR). This flagship programme will provide demand-led independent third-party monitoring (TPM) and portfolio-level evidence services across FCDO’s Official Development Assistance (ODA) portfolio in Ukraine. The programme will also pilot an innovative Civil Society Organization (CSO)-led monitoring model, designed to strengthen accountability and ensure aid is responsive to the needs of Ukrainians.

As part of our proposed team, SoCha is recruiting a Mobile Device Management Officer. Working under the TPM Team Leader (and closely with security and other operations staff), this role will ensure that all mobile devices used in field monitoring are secure, configured correctly, tracked, maintained, and supported. The role is central to enabling reliable field monitoring by reducing device failures, data loss, security risks, and ensuring compliance with required safeguards.

This position is contingent on contract award and is expected to commence on or around 30 November 2025.

Scope of Work

  • Develop, implement and maintain mobile device management policies and protocols in line with SoCha and FCDO security, safeguarding, data protection, and operational standards.
  • Manage the full lifecycle of field devices: procurement (or specification of standards), enrollment, configuration (including OS, required apps, security settings), issuance to field monitors, maintenance, updates, and decommissioning.
  • Ensure mobile devices are configured with secure settings: mandatory encryption, passcode/PIN complexity, remote wipe, application restrictions (allow-list/block-list), secure network access (VPN/WiFi), etc.
  • Maintain an accurate inventory of all mobile devices (phones, tablets) in use: tracking device identity, user, location, configuration versions, and status.
  • Monitor device health, performance and usage (battery life, storage, connectivity issues, crash logs), and proactively flag issues to field and technical teams for remediation.
  • Provide helpdesk or technical support for field monitors experiencing device issues: troubleshooting OS/app issues, connectivity problems, software misconfiguration.
  • Maintain a schedule for OS/app updates, security patches, and ensure deployment of updates is timely and does not disrupt field operations.
  • Collaborate with the Security Manager to manage risk associated with mobile device use: theft, loss, misuse, data security, privacy.
  • Ensure data collected via devices is stored securely, backed up, encrypted, and users are trained in safe handling (including ensuring minimization of PII / sensitive content as required).
  • Provide training and documentation for field monitoring teams on device best practices, handling, security, application use, and troubleshooting.
  • Report periodically on device status, losses/thefts, compliance with MDM policies, device downtime incidents, costs related to device maintenance or replacement.

Minimum Qualifications And Experience

  • Education: Bachelor’s degree (or higher) in Information Technology, Computer Science, Cybersecurity, or a related field.
  • Professional Experience: Demonstrated experience working with mobile hardware and/or enterprise MDM systems (provisioning, security, updates, troubleshooting) in field operations or comparable contexts; experience in insecure or challenging environments preferred.
  • Technical Expertise: Familiar with MDM platforms/tools; experience with configuration, encryption, remote wipe, app management, inventory tracking.
  • Strong understanding of mobile OS platforms (Android, iOS) and constraints (e.g., connectivity, power, offline use).
  • Knowledge of data protection / GDPR / privacy best practices; safeguarding and ethical management of data.
  • Languages: Fluency in Ukrainian required; strong professional English (oral & written).
  • Communication & training skills: Ability to develop clear user documentation and train monitors with varying technical literacy.
  • Reliability & problem-solving mindset: quick troubleshooting, adaptability, ability to plan around field constraints (poor connectivity, security issues, device damage or loss).
