The EIB, the European Union's bank, is seeking to recruit for its Group Information Systems Directorate (GIS), Platforms & Services Department (P&S), Infrastructure Services Division (IS), UC & Windows Client Services Unit (UCWS) at its headquarters in Luxembourg, an (Associate) Microsoft Systems Technical Service Manager*.
This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.

Purpose
You will manage the technology roadmap, design, and delivery of projects, as well as the daily operations for Windows Operating System Servers. Your role will be key in aligning technology solutions with the organisation's needs and contributing directly to the achievement of the EIB's strategic objectives
Operating Network
As a Microsoft Servers Systems Technical Service Manager, you will be part of the UC & Windows Client Services Unit within Infrastructure Services Division. You will be responsible for providing senior technical expertise and leadership in support for Windows Operating Systems.
The successful candidate will report to the Head of UC & Windows Client Services Unit
Accountabilities
- Deliver projects and manage the Windows Servers daily operations with the support of a team of consultants and / or a managed services provider
- Create, maintain a technology roadmap for Windows Operating Systems Servers in a context of fast automation and digitalisation of EIB activities
- Maintain Windows Services, address vulnerabilities in collaboration with IT Security Unit, manage patching campaigns and upgrades to ensure compliance
- Assess impact of releases, features or changes on the IT environment and advise relevant stakeholders on a recommended approach
- Work closely with development, engineering, support, infrastructure, and business operations teams to drive problems and incident resolution
- Provide risk mitigation measures, maintain systems compliance and address audit findings
- Contribute to the execution of Windows Services disaster recovery, business continuity requirements and capacity plans
- Actively propose ideas of improvement and optimisation for the existing processes and services and then track their development and implementation
- Ensure that projects and processes are managed properly and that solutions are designed and implemented in line with internal policies, procedures and that best practice, security recommendations and industry standards are respected
- Provide advice, in consultation with various IT teams in the context of projects and act as a change owner to introduce innovative approaches within the Bank’s IT solutions
- University degree (minimum an equivalent to a Bachelor) preferably in Computer Science, Information Systems, or related disciplines
- Minimum 3 years of professional experience in Windows system administration, including troubleshooting, performance optimization, and implementing new solutions.
- Experience with tools such as MECM, Intune, SCOM, and Active Directory / Entra ID (including Group Policy management).
- Experience contributing to IT infrastructure projects or upgrades, ideally involving new technology rollouts.
- Experience with PowerShell scripting skills for automation and system administration tasks.
- Understanding of IT security practices, such as patching, secure builds, and vulnerability remediation.
- Understanding of networking fundamentals (e.g., TCP/IP, VPN); exposure to F5, Single Sign-On, or Splunk is an advantage.
- Familiarity with cloud platforms such as Azure or AWS and/or automation tools like Azure DevOps is a plus.
- Exposure to Linux environments or mixed OS ecosystems is an advantage but not mandatory.
- Excellent knowledge of English and/or French (***), with a good command of the other. (Knowledge of other EU languages would be an advantage).
