About the Role

TEMCO Electromechanical is seeking a highly qualified Project Manager certified by MMUP (Electrical Engineering Committee, Qatar) with UPDA Grade A or B certification. The successful candidate will oversee MV/HV/LV/EHV underground power cable projects within the KAHRAMAA network, ensuring delivery on time, within budget, and to the highest quality standards.

This role requires 10+ years of experience in project management, contract administration, supervision, coordination, testing, and commissioning of large-scale power cable projects, with hands-on expertise in KAHRAMAA distribution and transmission systems. The ideal candidate will also have strong skills in project planning, scheduling, and cost monitoring for EPC projects, and civil experience in KAHRAMAA substations is mandatory.



Key Responsibilities

Project & Contract Management

  • Develop and implement a construction management plan to standardize contract administration.
  • Initiate and respond to contract correspondence with clients and contractors.
  • Handover project sites officially to contractors.
  • Arrange, chair, and document kick-off, progress, and management meetings.
  • Manage a team of engineers responsible for design review and site supervision.
  • Liaise with service providers and authorities to prevent project delays.
  • Review contractor correspondence and coordinate responses to technical and contractual queries.
  • Establish and oversee procedures for inspection approvals, testing, and commissioning in line with contract requirements.
  • Monitor contractor progress and assess outputs regularly.
  • Implement Quality Management Systems (QMS) and HSE requirements, conducting periodic audits.
  • Certify interim and final payments in coordination with the project team and Quantity Surveyor.
  • Prepare substantial completion reports, taking-over certificates, and defects liability certificates.
  • Participate in management review meetings to provide project updates.

Project Controls & Scheduling

  • Monitor contractor progress and evaluate project costs.
  • Implement project controls best practices to ensure projects are delivered on time, within budget, and as per specifications.
  • Develop and maintain comprehensive scheduling systems for EPC projects covering engineering, procurement, construction, and commissioning.
  • Maintain ongoing project schedules and coordinate progress updates with Project Managers, Engineers, and Contractors.
  • Generate project schedules with resource and cost forecasts and perform resource leveling for optimal utilization.
  • Host regular progress and cost update meetings.
  • Prepare activity plans and assist the project control team in establishing project performance indices.
  • Work within standard planning/scheduling procedures and develop project-specific procedures when required.



Qualifications & Skills

  • Bachelor Degree in Electrical Engineering (MMUP & UPDA Grade A or B certified).
  • Minimum 10+ years of project management experience in Electrical Distribution projects.
  • Hands-on experience in KAHRAMAA distribution and transmission systems.
  • Civil experience in KAHRAMAA substations is mandatory.
  • Knowledge of KAHRAMAA standards, codes, and practices.
  • Proven ability in post-contract supervision, including review of contractor cable design drawings, submittals, and site inspections.
  • Proficient in Primavera P6 and other project planning software.
  • Experience in refinery revamp projects or large EPC projects is a plus.
  • Strong leadership, organizational, and problem-solving skills.
  • Excellent communication, stakeholder management, and team coordination abilities.
  • Strong understanding of planning, scheduling, and cost control interrelationships.
  • Self-motivated, proactive, and results-oriented.
