Team Leader and Rural Infrastructure Expert

NTU is preparing a proposal for: “Technical assistance for ASPIRE-AT programme in Cambodia” and is searching for experts to support the core team during the implementation of this project.

The overall objective of this assignment is to contribute to the development of the agricultural sector in Cambodia and to the support the EIB-financed activities under ASPIRE-AT.

Location: Phnom Penh, Cambodia.

Duration: The intended start date is December 2025 and all components and tasks are expected to be completed within 48 months from the start date.

Key Expert: Team Leader and rural infrastructure expert

☝️ Qualifications and skills:

• University degree in civil or agricultural engineering or similar technical discipline, preferably with a focus on rural infrastructure.
• Familiarity with IFI processes and lending activities in infrastructure.
• Excellent project management and drafting and communications skills.
• Must be fluent in English.

☝️ General professional experience:

• At least 15 years of related professional experience, out of which at least 5 years should be of international experience, in the rural infrastructure (note that international experience is considered as professional experience gained outside the expert’s country of nationality).

☝️ Specific professional experience:

• At least 10 years of relevant professional experience in programme/project management, including training/capacity building/institutional development, preferably in rural infrastructure for cooperatives, micro and small agricultural SME support.
• Should have carried out at least two international rural infrastructure management projects as Team Leader/Project Manager/Deputy team leader, of which at least one with an investment budget above EUR 5 million, preferably in the market enabling sector.
