Job Description

  • Role and responsibilities

The purpose of the Protection from Violence Officer position is to deliver NRC Protection from

Violence (PfV) interventions in Chernihivska and Sumska oblast from Chernihiv field office and in case

of need to support PfV colleagues from other duty stations. The position will be managed by the PfV

Coordinator and with technical support from the country level PfV Specialist.

The PfV interventions include delivery of the following services: a) Individual Protection Assistance

with a client-centered approach, b) protection referrals, counseling, and accompaniment, c) protection

monitoring, d) community self-protection initiatives to strengthen existing coping mechanisms which proved to

be efficient, e) monitoring and coordination of the activities of PfV implementing partners in Chernihivska and

Sumsk oblast, under the supervision and guidance of PC, g) others if appear due to the program changes.

All the interventions are implemented in accordance with internal and global standards and with respect to

protection mainstreaming principles.

Generic responsibilities

  • Ensure compliance with NRC policies, guidelines and standards.
  • Ensure compliance with global protection mainstreaming principles.
  • Undertake technical responsibility for implementation of protection interventions within ongoing projects in Chernihivska and Sumska oblasts of Ukraine.
  • Maintain accurate documentation and collect data with compliance with data protection and other information management principles.
  • Contribute to tracking financial expenditures.
  • Contribute to timely developing status and other reports as required by management.
  • Assess, promote and document ideas for technical improvement and further program development options.
  • Ensure that interventions target beneficiaries most in need and explore and assess new and better ways to assist.
  • Contribute to local advocacy efforts to tackle the barriers to access the services guaranteed by the state.
  • Support with monitoring, documentation, and technical support for implementation of project activities done by implementing partners as required.

Specific responsibilities

  • Provide Individual Protection Assistance (including in-kind support and cash assistance) as well as protection counselling and accompaniment to people at risk of or exposed to protection risks.
  • Conduct safe referrals internally and to external specialized service providers, working with the Protection Team Lead and the Protection Coordinator to ensure usage of accurate services mapping and referral pathways.
  • Conduct protection monitoring activities in accordance with NRC internal and the Cluster guidelines.
  • Contribute to identification of local CSOs for potential partnerships, assessing their capacity and suggested response. Once CSOs are contracted, technically support implementation of the agreed activities.
  • Regular support, overview and coordination with CSOs/NGOs which are NRC implementing partners delivering PfV activities; including regular meetings, post-distribution monitoring, field visits, mentoring etc.
  • Contribute to analyzing the operational context, including existing national and international response, and not covered gaps. Make suggestions on adjustments to the ongoing NRC protection program to respect needs-oriented approach.
  • Provide psychological first aid to individuals in need of psychological support.
  • Ensure regular collection, analysis and internal dissemination of protection information, with respect to existing data protection protocols and standards of confidentiality.
  • Support field data collection to inform relevant internal and externally commissioned protection assessments, risk analyses, and needs assessments.
  • Represent NRC at external meetings as delegated by the PfV Coordinator, including bilateral meetings with partners and local authorities.
  • Competencies

Professional competencies

  • Minimum 1 or 2 years of professional experience preferably including experience within the humanitarian sector
  • Previous experience working with vulnerable populations
  • Documented results related to the position’s responsibilities
  • Good reporting skills with working knowledge of Microsoft Word, Excel and Outlook
  • Working knowledge of English, both written and verbal is mandatory

Context/specific skills, knowledge and experience:

  • Previous experience working in protection or protection-related projects in the humanitarian or NGO sector, or previous experience or training in social work.
  • Knowledge of protection principles and global protection best practices.
  • Awareness of national social support systems within Ukraine.
  • Deep knowledge and understanding of the local context, including socio-cultural, political, security and humanitarian situation.
  • A commitment to provision of protection assistance according to global and local best practices.
  • Flexibility and creativity in addressing protection risks and needs.
