The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.
Organizational Setting
This position is located in the Division of Administration, Office of the Director (ADM/OD).
Reporting Lines
Under the supervision of the Director, Division of Administration, to:
Duties And Responsibilities
- Manage ERP Office
- Tightly manage and optimize ERP project budget and resources.
- Maintains project management office, documentation, templates in line with project management implementation methodology.
- Manages ERP operational and implementation planning and provides direction\course correction in case of deviations\issues.
- Participate as part of ERP governance structures and processes of direction and control to ensure objectives are achieved, risks are managed.
- Work closely with internal stakeholders including counterparts in the Administration Division, (Budget and Finance, Procurement Services, General Services), Human Resources Services, peer members of the Information Communication and Technology (ICT) team for IT related ERP aspects including Cloud application.
- Work with external ERP implementation partner ensuring contract management, milestone tracking and early risk identification and risk mitigations.
- Manage ERP Team
- Serve as a role model and leader for the ERP team.
- Manage ERP team including functional analysts and support functions.
- Foster a positive and productive team environment, promoting collaboration, innovation, and accountability.
- Ensure work planning and clear direction of team including performance management.
- ERP System Design and Implementation
- Formalizes an ERP business case and implementation roadmap, including plan, schedules, and resource allocation.
- Coordinate the development of Terms of Reference (ToR) for the ERP implementing partner in conjunction with ERP stakeholders and Procurement Services.
- Supports scope control activities and facilitate alignment with ERP objectives and requirements.
- Establish and execute configuration, risk management, issue management, and change management processes.
- Coordinate closely with ERP team and internal and external counterparts including technical teams and evaluate how system changes will affect workflow, system integrations, data, and reporting. Recommend changes based on their evaluations and input.
- Clear understanding of data architecture, migration, and control processes
- Monitor and manage functional, schedule, and budget/cost risks for ERP operations and implementation project.
- Communicate, in close collaboration with the ERP team, project status at scheduled meetings and serve as a central source of ERP finance project information with the Director of Administration.
- ERP Data migration and Cutover
- Assess with ERP team and stakeholders’ requirements for data migration.
- Conduct planning for data migration and validations.
- Plan for system cutover assessing impact to business operations.
- ERP System Testing and Training
- Manage, in close collaboration with the ERP team, the day-to-day aspects of training and testing of the ERP system before launch and post launch for fixes.
- Manage a training curriculum for Administration staff, as well as programmatic and other staff on the ERP modules. Training materials should include user guides and job aids. Training itself should be prepared to be conducted both in-person and online.
- Identify key power uses who can be trained first and then train others.
- Perform other duties as assigned.
- University degree in business administration, finance, information technology, or a related field.
- Project management certification such as PMP, PRINCE2, or equivalent;
- Project management certification is an asset;
- Business processes management certification is an asset;
- Professional accounting certification and membership in an internationally recognized accounting body is an asset;
- A minimum of seven (7) years progressively responsible ERP implementation project management experience;
- At least two (2) SAP ERP implementations (including Finance, asset management, supply chain, procurement (P2P), HR, as examples), as a project manager is essential;
- An S/4 Hana cloud migration is an asset;
- Experience with implementation of various applications including SAP Ariba, Concur, SuccessFactors is an asset;
- Strong understanding of work practices, methods, streams, technology for SAP implementation and migration is essential;
- Demonstrated experience in configuration management, data conversion approach, integrations approach, systems testing, cut-over, and end-user training is essential;
- Experience in managing teams and providing guidance for work completion to satisfaction is essential;
- Working with vendors and implementation partner in relation to ERP requirements is essential;
- Managing client relationship with organizational counterparts is essential;
- Working with senior management is essential;
- Thoroughness, excellent analytical and project management skills are essential;
- Ability to build strong relationships with clients, focus on impact and respond positively to constructive feedback is essential;
- Previous experience working within international organizations or the public sector is an asset.
- Excellent written and oral communication skills in English are essential;
- Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.
Short Term Appointments shall initially be made under a contract for a period not to exceed 364 days, subject to the successful completion of the probation period set forth in the Letter of Appointment.
