Job Summary

The Senior Project Manager manages supervision projects of high complexity and has the highest level of responsibility on site, including team management, schedule and cost control, quality and HSSE management, risk management and client management throughout the project lifecycle. He is the primary point of contact with all parties involved in the project and ensures supervision projects are delivered on schedule and on budget. He reviews, comments and approves contractor submittals and manages the supervision team to ensure the fulfillment of client requirements, while maintaining a positive and reputable company image in all interactions. The jobholder review, assess and respond to all claims raised by the contractor regarding scope, schedule and cost changes of supervision projects of high complexity and manage variation orders with client and contractor.


Key Responsibilities

  • Support with the development of supervision proposals, including providing input on delivery costs and margins, reviewing technical and commercial proposal submissions and providing input on project and contract risks, as needed
  • Ensure contract documents are signed by the contractors and client counterparts and that design NOCs and approvals by authorities are sent to contractors during the pre-construction phase
  • Lead internal and external project kick-off meetings and ensure stakeholders are aligned for major projects
  • Review and approve the contractor’s work program, ensuring compliance with client and contract requirements
  • Review, comment and approve contractors’ submittals on projects, including staffing proposals, organization charts, shop drawings, method statements, project procedures, traffic management plans, etc.
  • Guide the verification and communication of project scope baselines, including goals, deliverables and success criteria to relevant stakeholders for major projects and projects
  • Review and approve contractors’ QA/QC plans
  • Review and approve contractors’ HSSE plans and ensure compliance of plans with local codes and regulations
  • Review and approve project risk management plans, identifying potential risks and corresponding contingency plans
  • Monitor supervision project schedules and investigate reasons for delays with contractors
  • Review, assess and respond to all claims raised by the contractor regarding scope, schedule and cost changes of projects and manage variation orders with client and contractors, as needed
  • Review contractors’ Requests for Information (RFIs) and liaise with local design support teams to obtain required information on queries related to design documents
  • Guide quality inspections on contractors, ensuring all quality issues are raised and non-conformities action plans are developed and implemented
  • Ensure the implementation of HSSE procedures and a safety inspection regime on sites including monitoring HSSE activities, recording all site HSSE defects and carrying out accident and incident investigations on sites
  • Guide inspection of works according to Requests for Inspection forms submitted by contractors
  • Ensure materials testing for supervision projects, including checking materials samples against specifications, approval of materials testing laboratories, inspection of batch plants, etc.
  • Review and approve contractors’ testing and commissioning plans for major and projects of high complexity
  • Ensure that as-built drawings, O&M manuals and warranty certificates are provided accurately by contractors, as per project and client requirements for major projects and projects of high complexity
  • Ensure that final inspections, testing, commissioning and handing over procedures of the works are carried out and that all snags are recorded and issued to the contractor
  • Ensure the rectification of list of snags during the Defects Liability Period and guide final re-inspections for major projects and projects of high complexity
  • Guide the preparation and issuance of Take-Over Certificates, Defect Liability Certificates, Final Accounts and Statements of Completion
  • Guide the development of project progress reports in coordination with the site teams
  • Review and approve contractors’ payment certificates and review contractors’ unit rates for new work items not covered in the original Bills of Quantities
  • Prepare K&A invoices for supervision services to the client and follow up on timely collection


Required Qualification, Experience and Skills

  • Bachelor’s Degree in Civil Engineering
  • Master’s Degree in Engineering is preferred
  • Chartered Professional Engineering certification or equivalent is preferred
  • 25 years of professional experience in the engineering industry focused on Construction Supervision
  • Successful delivery of at least three (3) water-related projects, including a minimum of one (1) drinking water supply project.
  • Industry experience within the Sultanate of Oman or the wider Gulf region.
  • Previous tenure with a top-tier regional or multinational consultancy firm, demonstrating exposure to complex, multi-stakeholder environments.
  • Proven track record in leading multidisciplinary project teams, managing client relationships, and overseeing full project lifecycles within the water sector.
  • Exposure to all construction supervision aspects, including Client management, contractor management, supplier management, contract administration, quality management, dispute management etc.
  • Experience with standard conditions of contract, including such conditions as those developed by the FIDIC, AIA, EJCDC, ICE, etc.
  • Experience in evaluating and settling claims, and managing disputes
  • Excellent knowledge of construction supervision services
  • Understanding of international engineering standards and codes
  • Solid knowledge of local rules and regulations
