Key Responsibilities:

Agile Delivery & Coaching

• Lead Agile delivery across multidisciplinary teams.
• Coach Product Owners, Scrum Masters, and delivery teams to improve Agile maturity.
• Apply frameworks such as Scrum, Kanban, or SAFe, embedding continuous improvement.

Technical Leadership

• Provide expertise across cloud-native development, CI/CD, and DevOps pipelines.
• Oversee SDLC optimisation with modern toolchains (e.g., Azure DevOps, GitHub, Jenkins).
• Ensure delivery of technically robust, resilient, and scalable solutions.

Strategic & Domain-Specific Guidance

• Act as a trusted advisor to senior leadership on delivery and transformation.
• Provide domain-specific insight to ensure solutions align with regulatory, compliance, and user outcomes.
• Shape long-term roadmaps for Agile and technical capability growth.

Governance, Compliance & Assurance

• Maintain compliance with Cyber Essentials and ISO standards (9001, 27001).
• Ensure bilingual delivery in line with the Welsh Language (Wales) Measure 2011.
• Support adherence to Information Governance, Data Protection, and sustainability frameworks.
• Deliver regular reporting, KPIs, and benefits tracking.

Stakeholder & Supplier Engagement

• Manage relationships across teams, partners, and supply chains.
• Ensure subcontractor performance is transparent and accountable.
• Embed compliance with e-trading and financial governance standards.

Social Value & Workforce Development

• Deliver commitments across cultural, economic, environmental, and social dimensions.
• Promote equal opportunities, diversity, and local skills development.

Essential Skills & Experience:

• Extensive experience in Agile delivery management within complex, regulated environments.
• Certified Agile Coach/Scrum Master; SAFe or equivalent desirable.
• Strong background in DevOps, CI/CD, and cloud platforms (Azure, AWS).
• Proven ability to provide strategic leadership to executive stakeholders.
• Demonstrated success embedding governance and assurance frameworks.
• Track record in coaching organisations through Agile transformation.
• Strong communication skills with ability to operate in compliance with Welsh Language Standards.
