1. Presentation of ETNIC:

• ETNIC (Company for Information and Communication Technologies) is the IT operator of the Wallonia-Brussels Federation. A public interest organization, ETNIC's mission is to design, develop, maintain, and upgrade information systems and technological infrastructures for the administrations and establishments of the Wallonia-Brussels Federation.
• A central player in the digital transformation of the French-speaking Belgian public sector, ETNIC operates in various fields such as:
• Management of IT infrastructures (networks, security, data centers, cloud),
• The development of custom business applications,
• Support for digital projects (functional analysis, UX/UI, project management),
• Cybersecurity and data protection,
• User support and training.
• In a constant effort to innovate, perform, and serve the public, ETNIC regularly collaborates with external partners to strengthen its teams through IT consultancy missions. These collaborations are part of an ethical and professional framework focused on the quality and concrete impact of the solutions delivered.

2. Mission:

• As part of the development of projects for the general secretariat in the Wallonia-Brussels Federation, the Scrum Master's mission is to support one or more development teams in the application of Agile practices and to guarantee a working environment that promotes collaboration, transparency and collective performance.
• As a Scrum Master, you are responsible for facilitating and ensuring the smooth running of Scrum ceremonies (daily meetings, sprint planning, sprint review, retrospective), facilitating exchanges between team members and with stakeholders, and removing obstacles that may hinder the successful achievement of objectives. You support the Product Owner in backlog management and help establish a culture of continuous improvement and quality in product delivery.
• You will work closely with the Scrum team (developers, functional analysts, testers), the Product Owner, and the project manager to ensure deadlines are met, alignment with business needs, and deliverables are of high quality. Your role also involves supporting the team in its agile maturity and fostering a climate of trust and mutual respect.
• The mission concerns the redesign of the Mon Espace application (electronic counter of the Wallonia-Brussels Federation) . This tool is used by citizens of the Wallonia-Brussels Federation (citizen procedures and others), members of the teaching staff (procedures, training, pay slips, etc.) and non-profit organizations (procedures, etc.).
• As a consultant, you are subject to the same working conditions as our internal staff, i.e. a hybrid mode combining face-to-face and remote working, with a mandatory minimum of 50% presence in our offices.
• The mission is in French exclusively.

3. Activities:

• Animation & piloting
• Organize and lead all Scrum ceremonies (daily, sprint planning, review, retrospective).
• Ensure the correct application of the Agile methodology and the Scrum framework within the team.
• Facilitate collaboration between the team and stakeholders.
• Track and improve team velocity and performance metrics.
• Detect and resolve obstacles that hinder team progress.
• Support the team in managing change, conflicts, etc.
• Coaching & support
• Encourage and raise awareness among IT teams about the use of the Agile method and the Scrum framework.
• Support the Product Owner in managing and prioritizing the product backlog.
• Develop autonomy, accountability and collaboration among team members.
• Disseminate and adapt Agile best practices to the project context.
• Promote a climate of trust and respect.
• Participate in improving Agile practices within the company.
• Performance
• Help the team achieve quality increments that meet the “definition of done”.
• Monitor key indicators (velocity, burndown, quality of deliverables).
• Identify areas for improvement and implement concrete actions.
• Foster a culture of feedback and continuous improvement.
• Communication
• Ensure transparency on project progress with management and stakeholders.
• Align the team with the product vision and defined priorities.
• Ensure consistency and harmonization of practices between Scrum teams.
• Share your knowledge with other Agile\Scrum teams.
