Role Purpose

Provide strategic leadership, delivery management, and technical expertise to enable successful digital transformation initiatives. The role focuses on embedding Agile methodologies, DevOps practices, and software development lifecycle (SDLC) optimisation, while ensuring best practice governance, resilience, and user-centred delivery.

Key Responsibilities

1. Agile Delivery & Coaching

o Lead Agile delivery across multidisciplinary teams.

o Coach Product Owners, Scrum Masters, and delivery teams to improve Agile maturity.

o Apply frameworks such as Scrum, Kanban, or SAFe, embedding continuous improvement.

2. Technical Leadership

o Provide expertise across cloud-native development, CI/CD, and DevOps pipelines.

o Oversee SDLC optimisation with modern toolchains (e.g., Azure DevOps, GitHub, Jenkins).

o Ensure delivery of technically robust, resilient, and scalable solutions.

3. Strategic & Domain-Specific Guidance

o Act as a trusted advisor to senior leadership on delivery and transformation.

o Provide domain-specific insight to ensure solutions align with regulatory, compliance, and user outcomes.

o Shape long-term roadmaps for Agile and technical capability growth.

4. Governance, Compliance & Assurance

o Maintain compliance with Cyber Essentials and ISO standards (9001, 27001).

o Ensure bilingual delivery in line with the Welsh Language (Wales) Measure 2011.

o Support adherence to Information Governance, Data Protection, and sustainability frameworks.

o Deliver regular reporting, KPIs, and benefits tracking.

5. Stakeholder & Supplier Engagement

o Manage relationships across teams, partners, and supply chains.

o Ensure subcontractor performance is transparent and accountable.

o Embed compliance with e-trading and financial governance standards.

6. Social Value & Workforce Development

o Deliver commitments across cultural, economic, environmental, and social dimensions.

o Promote equal opportunities, diversity, and local skills development.

Essential Skills & Experience

• Extensive experience in Agile delivery management within complex, regulated environments.

• Certified Agile Coach/Scrum Master; SAFe or equivalent desirable.

• Strong background in DevOps, CI/CD, and cloud platforms (Azure, AWS).

• Proven ability to provide strategic leadership to executive stakeholders.

• Demonstrated success embedding governance and assurance frameworks.

• Track record in coaching organisations through Agile transformation.

• Strong communication skills with ability to operate in compliance with Welsh Language Standards.

• Sector knowledge in healthcare or other regulated industries.

• Understanding of interoperability standards (FHIR, HL7).

• Experience embedding sustainability and ESG practices.

• Familiarity with government digital standards and service assessment.

Qualifications

Must have

• Certified Scrum Master (CSM) and/or Agile Coaching certification.

• Technical certifications (e.g., Azure/AWS Developer, DevOps Engineer).

• Degree in Computer Science, Information Systems, or equivalent experience.

Nice to have

• ISO 27001, ISO 9001 implementation experience.
