  • SUMMARY Within the International Staff (IS), the Information, Communication and Technology Management (ICTM) office provides support and services to the North Atlantic Council (NAC), its Committees, IS staff, and, when required, to Member and Partner Nation Delegations based in the HQ. The Office comprises of two pillars: Business Solutions Management (BSM) and Digital Information Management Services (DIMS).


Within ICTM, the Business Solutions Management (BSM) service oversees and directs the full lifecycle of all NATO HQ IT systems including developing and implementing business applications as well as the evolution and transformation of all digital services.

The Integration and Coordination Unit (ICU) sits in the BSM service and participates in the implementation, transition and upgrading of software to complement and enhance office productivity as well as to support organisational efforts to institute Digital Transformation and Cloud adoption. In the foreseeable future some of the NATO HQ ICT infrastructure will be integrated into a centralised NATO-wide data centre and/or Cloud infrastructure.

The Project Manager is responsible for the implementation of new systems and software packages in support of business requirements as well as the coordination of security accreditation activities. They manage multiple projects of varying size and complexity for applications and systems for use in the NATO Headquarters (HQ) environment. The project manager is responsible for scoping, planning, execution and monitoring the projects to deliver on schedule, to budget and compliant with the relevant NATO CIS policies. S/he manages the relationship between technology and business at the project level and is responsible for the resources management, finance management, quality management, control management and business continuity of the projects.

  • QUALIFICATIONS AND EXPERIENCE


Essential

The incumbent must:

  • have a University degree with specialisation in computer information systems or computer science or other relevant field(s) for this post;
  • possess a minimum of 2 years’ professional experience with a combination of at least two of the following domains within an ICT environment: project management, team leadership, software development and/or system integration;
  • have experience with or understanding of relational database environments such as Oracle and Microsoft SQL Server;
  • have experience with or understanding of web technology;
  • have applied knowledge of user authentication technologies and system administration in a Microsoft environment;
  • possess experience with cyber security aspects (ideally in environments with high security requirements);
  • have proven experience in ICT-related public sector procurement processes;
  • have experience in formal project management and process improvement methodologies such as Prince2, Software Capability Maturity Model (CMM), etc.;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other.


DESIRABLE

The following would be considered an advantage:

  • project management certification, such as Prince2 or PMI Project Management Professional (PMP);
  • have proven experience in the role as project manager or project coordinator with one or more projects related to the migration of applications to the cloud;
  • experience with contract or service-level-agreement management;
  • experience managing projects implementing business application functions such as document management/handling, content management, workflow and database systems.
  • MAIN ACCOUNTABILITIES


Project Management

Follow a structured project management methodology for activities (e.g., Prince2). Estimate size, duration and resource requirements for projects. Monitor and oversee projects on an ongoing basis, evaluating progress and quality, managing issue resolution processes and taking corrective action as necessary. Track financial reports for projects, provide and implement action plans to mitigate risks when applicable. Develop all relevant project documents, such as project plans, project initiation documents, highlight reports, end stage reports, exception reports, project closure reports, etc. Ensure proper transition to operations and Service Level Agreement (SLA) updates when applicable. Lead the post-implementation review evaluating project results, including client satisfaction.

Expertise Development

Utilise a rigorous process of tracking tasks, schedule, and controlling project risks and issues. Help analyse and discuss the potential risks/benefits involved in using the specified technology solution to address the business requirements. Work with procurement, software and hardware vendors to develop Statements of Work (SOW) or Objectives (SOO) and conduct other aspects of the acquisition process.

Knowledge Management

Organise and run meetings of project staff, internal clients and suppliers (internal and external). Participate in and support cross-technology process improvement initiatives. Contribute to continuous improvement by leveraging quality improvement methodologies (CMM, PMI, Prince2, etc.).

Stakeholder Management

Interface with the project board, internal clients, technology teams and suppliers. Apply knowledge of Organization standards and vendor practices in project management to ensure successful delivery of the project.

Information Management

Maintain oversight of proper project documentation in collaboration with the Project Support function. Guide and advice on the Information Management procedures for the Unit and contribute to its further development.

People Management

Coordinate with the members of the team involved in the project - to develop further the project management skills as well as from a workload management perspective - including package integrators/software developers, technical and data analysts, documentation specialists and testers. Ensure the development of team members through sound and inclusive management principles. Create a motivating and effective project team.

Perform any other related duty as assigned.

  • INTERRELATIONSHIPS The incumbent is a member of the Integration and Coordination Unit and reports to the Team Leader of this Unit. They work in close collaboration with other staff members of ICTM, in particular the Application Delivery and Support teams, the Business Relationship Management team, the NATO Office of Security as well as with several support teams of the NATO Communications and Information Agency. They coordinate - as appropriate - with staff members of various Divisions from the NATO HQ for assigned projects. Direct reports: N/a Indirect reports: N/a.

  • CONTRACT


Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
