[What the role is]

Programme officers work with Tote Board’s (TB) grant partners to shape, develop, and manage grant programmes that meet community/social needs aligned with TB’s strategic outcomes.

[What you will be working on]

  • Grant Curation
  • Partner with variety of stakeholders (e.g. government, private entities, social service agencies) to understand the sectoral landscape and identify “white spaces” to fund.
  • Curate grant programmes by collaborating with partners to develop and scope projects that address local needs and are aligned with Tote Board’s funding mandate.
  • Assessment of Grant Proposals
  • Evaluate grant applications submitted on the OurSG Grants Portal (OSG).
  • Prepare evaluation papers to seek approval from the relevant authorities, to support programmes that are assessed to be relevant and aligned to TB vision and strategic outcomes.
  • Prepare and communicate funding agreements for approved programmes.
  • Grant Management
  • Directly engage with and maintain relationships with grantees and partners so that grants are continually monitored for their impact on the ground.
  • Monitor the implementation, outcomes, and impact of programmes.
  • Prepare and deliver updates on the progress and performance of programmes to TB’s Senior Leadership Team & Board.
  • Collaborate with other teams within Toteboard to on impact monitoring and data matters, including the crafting of Theory of change, the monitoring of Performance indicators, and the establishment data use case for collection of unique identifiers.
  • Work with Finance on claim monitoring and grant disbursements.
  • Support the Corporate Communications team with grant features in TB’s annual reports and social media platforms.

  • Business process reviews and other ad hoc projects.


[What we are looking for]

Requirements

  • Qualifications in relevant disciplines, including but not limited to Business Management, Public Administration, or social sciences.
  • Relevant working experience in partnership development, grants management, project coordination, or a similar role in the non-profit or public sector, would be a bonus.
  • Self-driven and independent worker, with the ability to also work well within and across teams.
  • Strong oral and written communication.
  • Good planning and organisational skills, with good attention to detail.
  • Ability to sense-make and contextualise domain-specific knowledge.
  • Ability to analyse and tackle issues from macro and micro perspectives
  • Ability to analyse data, evaluate project outcomes, and make informed recommendations.
