Position Title: Stormwater Engineering Manager
Position Summary: The Stormwater Engineering Manager shall serve as the City’s coordinator for the Stormwater Management program. The Stormwater Engineering Manager directs, coordinates, and manages the activities and operations of the Stormwater Implementation Plan, the Stormwater Master Plan and subsequent updates, and the 5-Year Capital Improvement Plan.

Reports To: The Director of Public Works
Duties And Responsibilities Include, But Are Not Limited To
Manage and oversee the Stormwater Management Program for the City of Ladue including, but not limited to:
- Pre-engineering project management of individual stormwater projects including scheduling neighborhood meetings and issuing and obtaining letters of intent
- Managing the procurement of engineering services for the design and construction engineering of stormwater projects included in the implementation plan and emergency storm water projects that arise
- Aid in obtaining required easements
- Serve as the City’s project manager during the design, right-of-way, and construction phase of stormwater projects
- Oversee updates to the Stormwater Master Plan and accompanying Implementation Plan
- Oversee the data management in GIS for the Stormwater program
- Oversee and administer grant funding sources including, but not limited to, MSD’s Operation Maintenance Construction Improvements District (OMCI) and Proposition S, Federal Emergency Management Agency (FEMA) Flood Mitigation Assistance (FMA) and Hazard Mitigation Grant Program (HMGP) administered by Missouri State Emergency Management Agency (SEMA), and Missouri Department of Natural Resources (DNR) American Rescue Plan Act (ARPA) and Section 319 Nonpoint Source. Stay apprised of potential grant opportunities and seek funding where appropriate.
- Serve as the primary liaison to the Stormwater Advisory Committee (SWAC), including preparing technical materials for the SWAC and presenting at the SWAC meetings.
- Investigate stormwater citizen complaints.
- Perform plan reviews of the stormwater components for development projects to ensure compliance with development standards for zoning, stream buffer, land disturbance, and stormwater improvements.
- Assist Director of Public Works with Metropolitan St. Louis Sewer District (MSD) coordination for stormwater and sanitary projects.
- Assist Floodplain Administrator with plan review on projects in the regulatory floodplain expenditures to ensure adherence to approved budget and purchasing regulations.
- Assist the Director of Public Works on other duties or special projects including but not limited to the development of bid packages for pavement maintenance projects and small facility projects.
- Stay current of trends and innovations in the field of stormwater management design and construction and make recommendations to the Director of Public Works for implementation of related practices, ordinances, and development standards for stormwater management.
- Develop and maintain effective communication and strong connections with Ladue residents and elected officials, business owners, Building Department staff, and the community at large.
- Bachelor of Science in Civil Engineering or another engineering field.
- Professional Engineering license in the State of Missouri, issued by the Board for Architects, Engineers, Land Surveyors & Landscape Architects is highly desired.
- Minimum of 5-years extensive experience as an engineer working on projects related to water resources.
- Must have and maintain a valid Missouri driver’s license.
- Hearing, seeing, speaking.
- Walking, standing, bending, stooping, kneeling, reaching above shoulder level, crouching and/or crawling. Can expect to be called at any time regardless of time or weather conditions. Position could involve being around moving machinery and requires wearing personal protective equipment.
- Having contact with customers: residents, business owners, contractors, developers, engineers, architects, and realtors regarding permits, zoning, code compliance, and other aspects of the Building Division.
- Ability to make decisions under pressure.
- Communicate verbally and in writing to peers and customers.
- Thorough knowledge of engineering principles, practices, and design related to storm water management and municipal engineering.
- Ability to read construction plans and other technical drawings and specifications.
- Ability to establish effective working relationships with residents, developers, property owners,
- contractors, engineers, architects, city employees, and the public and enjoy interacting with people.
