We are looking for an

IT Manager - Bank IT-Services & -Products (m/f/d)

As IT Manager (m/f/d) of our new unit in Luxembourg, you will play a pivotal role in ensuring that our IT operations and architecture fully comply with regulatory requirements and industry best practices in the banking sector.

In this highly regulated environment, seamless collaboration with our IT service provider, robust technology governance, and close coordination with supervisory authorities (CSSF) are essential to maintaining the integrity, availability, and security of our systems.

Key responsibilities:

  • Serve as the primary liaison between the bank and its IT provider, overseeing all service-level agreements, deliverables, and escalations
  • Aligns and ensures an end-to-end IT architecture blueprint that aligns with the bank’s strategic objectives and regulatory obligations (CSSF circulars, CRR/CRD, EBA guidelines)
  • Ensure regulatory compliance of all IT processes—including change management, incident management, access controls, and data protection, close collaboration with the Compliance and Risk functions
  • Define and monitor key technology risk indicators, establish risk appetite for IT operations, and report any breaches or near-misses to senior management
  • Oversee implementation and testing of Business Continuity and Disaster Recovery plans for critical systems, ensuring readiness for CSSF inspections and stress-testing exercises


Qualifications:

  • You hold a degree in Computer Science, Information Technology, or a related field; an advanced degree or professional certification (e.g., CISM, CISSP, TOGAF) is an asset
  • You have at least 7 years of progressively responsible experience in IT management within a regulated financial institution or equivalent environment (e.g., credit institution, investment firm)
  • Knowledge of European banking regulations affecting technology is a big advantage. Examples: CSSF circular letters, CRR/CRD requirements, EBA guidelines on ICT & security risk, GDPR, and AML/KYC frameworks
  • You have proven experience managing third-party IT providers—ranging from contract negotiation to performance monitoring and remediation of SLA breaches
  • You exhibit a structured, risk-based approach to governance and control, capable of translating complex regulatory mandates into actionable technology-related policies and procedures
  • You bring a strong ability to get things done—even in ambiguous or evolving environments
  • You are highly self-organized, able to manage multiple responsibilities without constant supervision
  • You enjoy taking ownership, driving topics forward, and proactively identifying gaps and solutions
  • You thrive in building up structures from scratch and don't shy away from operational tasks when needed
  • You balance strategic thinking with a pragmatic, execution-oriented mindset
