Job Title: Chief Executive Officer

Reporting to : Board of Directors



OVERVIEW:

The company is serving as a cornerstone of the nation’s digital economy. As a majority government-owned entity and a publicly listed on the Muscat Stock Exchange, the entity plays a pivotal role in advancing Oman’s Vision 2040 by driving connectivity, innovation, and digital transformation. Through its domestic leadership and international investments, the company has established itself as a global player with a presence in more than 20 countries.


Role Purpose:

• The Chief Executive Officer will lead the entity’s as a high performing, Tech Co-oriented group, driving profitable and sustainable growth across core telecommunications, digital infrastructure, cloud and cybersecurity, enterprise ICT, international operations, and adjacent technology ventures.

• The CEO is accountable for recommending and executing the entity’s strategic vision, mobilizing execution across operating entities, functions, and safeguarding governance, risk management, and stakeholder trust.

• The CEO will ensure operational excellence, sustainable profitability, and alignment with Oman’s national objectives, global telecom trends, and shareholder expectations, while accelerating the entity’s transformation from a traditional Telco into a future-ready digital services and technology leader.


KEY ACCOUNTABILITIES & ACTIVITIES:

  • Define and implement company long-term vision and Tech Co-aligned group strategy (3–5-year horizon), to maximize shareholder value.
  • Continuously refine the transformation roadmap, ensuring clear value creation across consumer, enterprise, ICT, and digital adjacencies.
  • Translate strategy into annual operating plans with measurable performance targets (e.g., revenue growth, EBITDA, ROCE, FCF, NPS, market share, ESG, digital adoption).
  • Drive innovation in telecom, cloud, cybersecurity, AI, IoT/Industry 4.0, data platforms, edge, and smart infrastructure, tied to monetizable use cases and scalable platforms.
  • Position the company as a regional digital and ICT leader by advancing national digital infrastructure, connectivity, and technology adoption
  • Lead and optimize company portfolio of operating companies, subsidiaries, joint ventures, and strategic equity stakes, ensuring capital efficiency, synergies, and risk-adjusted returns.
  • Originate and execute M&A, partnerships, carve-outs, and venture investments to enhance capabilities and expand market access; oversee integration and synergy realization.
  • Institutionalize structured portfolio reviews and drive disciplined grow/hold/exit decisions based on strategic fit and long-term value creation.
  • Drive sustainable revenue growth, profitability, and shareholder value through diversification of revenue streams and disciplined capital allocation.
  • Ensure strong liquidity, prudent leverage, transparent reporting, and full regulatory compliance, underpinned by effective risk management frameworks.
  • Optimize cost structures by leveraging shared services, automation, procurement efficiencies, and portfolio synergies.
  • Safeguard enterprise value through proactive risk mitigation.
  • Define and uphold benchmarks for service quality, reliability, availability, and performance across networks and digital platforms, ensuring exceptional customer experience.
  • Drive operational efficiency through digitalization, process optimization, automation and adoption of emerging technologies.
  • Establish a robust group operating model with clear governance, decision rights, KPIs, and accountability mechanisms.
  • Oversee strategic capital investments in networks, digital infrastructure, and platforms to support growth and long-term competitiveness.
  • Ensure business continuity, resilience in major incident response, and effective crisis communications across the organization.
  • Uphold the highest standards of corporate governance, transparency, ethics, and regulatory compliance across all jurisdictions.
  • Maintain effective and trusted relationships with the Board of Directors, shareholders, regulators, government bodies, and key stakeholders.
  • Lead ESG agenda, encompassing climate action, digital inclusion, and data ethics, while ensuring transparent reporting to stakeholders.
  • Represent Company at national, regional, and international forums, reinforcing its reputation as a trusted industry leader.
  • Inspire and lead a high-performing executive team and workforce, fostering a values-driven leadership culture.
  • Drive Omanization, attract and develop Omani aligned with Tech capabilities.
  • Champion leadership pipelines, succession planning, and the development of critical skills in areas such as cloud, security, data, and product management.
  • Promote a culture of innovation, accountability, inclusion, and customer centricity.

JOB SPECIFICATIONS:

Qualifications:

• Minimum Bachelor’s degree in Engineering, Computer Science, Business, Finance, Economics or related field.

• Master’s degree (e.g., MBA) preferred.


Experience & Technical Skills:

• 20+ years of progressive leadership experience, including 8-10+ years at executive level with full P&L responsibility. Background in Telecom/Technology is preferred, though relevant experience from different industries will also be considered.

• Proven success in leading large-scale transformations, digital initiatives, and multi-entity or cross-border operations.

• Extensive experience in portfolio management, M&A, strategic partnerships, and post-merger integration.

• Strong exposure to both mature and emerging telecom/Tech markets; GCC/regional experience highly desirable.

• Established track record in engaging with Boards, regulators, and stakeholders; capital markets exposure advantageous.

• Fluency in English required; Arabic proficiency highly preferred.

• ESG & Trust: Sustainability progress, data/privacy safeguards, regulatory compliance, community impact.

Other Requirements:

• Residency: Based in Muscat, with frequent engagement across subsidiaries, JVs, and regional partners.
