Job Summary

This role holder is responsible to lead the Project Control activities, assist the Project Control Manager and maintain closed coordination with the other Project Team members.

Key Accountabilities

  • Ensure that the Contractor develops and maintains Project schedules covering engineering, procurement, construction, commissioning, and handover phases in full compliance with EPCC Contract requirements.
  • Oversee EPCC Contractor’s performance of critical path analysis, float management, and schedule optimization to ensure timely delivery of project milestones.
  • Coordinate with discipline leads and contractors to ensure alignment of detailed schedules with the overall project timeline.
  • Monitor progress against baseline and forecast schedules, identifying delays and recommending recovery plans.
  • Track and report physical progress, earned value, and schedule performance.
  • Support the preparation of Steering Committee presentations, highlighting key risks, achievements, and deviations.
  • Ensure EPCC Contractor develops resource histograms, manpower plans, and productivity tracking.
  • Provide input for budget planning, cash flow projections, and cost control strategies.
  • Provide planning input for contract strategy, tender evaluations, and contractor selection.
  • Support the assessment and documentation of claims, variations, and extension of time (EOT) requests.
  • Ensure planning deliverables comply with EPCC contract requirements and project procedures.
  • Interface with Document Control to ensure timely availability and traceability of planning-related documents.
  • Develop and maintain the Project Cost Breakdown Structure (CBS) aligned with the Work Breakdown Structure (WBS).
  • Support the preparation of project budgets, funding requests, and cost estimates across all phases (engineering, procurement, construction, commissioning).
  • Coordinate with discipline leads and project managers to ensure cost plans reflect scope, schedule, and resource requirements.
  • Analyze cost variances and trends and recommend corrective actions to mitigate overruns.
  • Implement and maintain Earned Value Management (EVM) metrics such as CPI (Cost Performance Index) and TCPI (To-Complete Performance Index).
  • Review and validate contractor and vendor invoices against contractual terms, progress, and deliverables.
  • Maintain a Change Log and ensure traceability of all cost-related changes.
  • Conduct risk assessments and participate in quantitative risk analysis (e.g., Monte Carlo simulations).
  • Support the development and maintenance of the Project Risk Register in coordination with the Risk Manager.
  • Prepare cost input for Project Monthly Reports, Steering Committee presentations, and internal reviews.
  • Interface with Planning, Engineering, Procurement, and Construction teams to ensure cost control alignment across disciplines.
  • Support the Project Control Manager in strategic decision-making, resource allocation, and performance reviews.
  • Mentor cost engineers and contribute to continuous improvement of cost control processes and tools.
  • Lead planning coordination meetings with internal teams, contractors, and consultants.
  • Shall ensure Project Close Out with EPCC Contractor in line with PIM and Project Procedures.

Desired Candidate Profile

  • Bachelor’s degree in engineering or relevant discipline.
  • A minimum of 10 Years of direct and relevant experience within the Oil & Gas and Petrochemical Industry, or EPC company.
  • Preferably having experience in Ammonia & Urea Major Projects.
