The IT Project Manager will lead strategic initiatives within the Government Department, delivering high-quality outcomes across multiple programs. This role is responsible for the planning, coordination, and execution of initiatives including data maturity uplift, business process documentation and gap analysis, and information security program coordination. The role ensures projects are delivered on time, within scope, and aligned to QRO’s organisational strategy and Enterprise Architecture governance frameworks.


Key Responsibilities


Project Management & Delivery

  • Develop and maintain comprehensive project plans, including change management, communication, quality, resource, and budget plans.
  • Ensure project delivery within agreed scope, timeframes, and quality standards.
  • Establish governance and reporting mechanisms, including steering committees and executive updates.
  • Monitor, review, and report project progress, risks, and issues to stakeholders and governance bodies.

Stakeholder & Team Leadership

  • Lead project teams, including Data Engineers, Analysts, Enterprise Architects, and Business Users, fostering a collaborative and high-performing culture.
  • Engage with executives, business SMEs, and technical teams to ensure alignment and buy-in.
  • Facilitate workshops for data governance and process documentation.
  • Manage vendors, consultants, and internal delivery resources.
  • Support team development and address performance issues promptly.

Data Maturity Uplift

  • Coordinate data maturity assessments and improvement initiatives.
  • Support adoption of data governance, metadata management, data quality, and reporting practices.
  • Track and report on data quality metrics and maturity benchmarks.
  • Ensure compliance with regulatory requirements and organisational policies.

Business Process Documentation & Gap Analysis

  • Lead process-mapping workshops with business units.
  • Document current (“As-Is”) processes in standard notation (e.g., BPMN).
  • Identify gaps, risks, inefficiencies, and define future (“To-Be”) processes and requirements.
  • Deliver consolidated process maps, gap analyses, and requirements registers.

Change & Communication

  • Develop communication plans and support change management activities.
  • Ensure effective knowledge transfer to business and IT stakeholders.
  • Train and hand over responsibilities to existing staff, ensuring documentation meets organisational standards.


Capabilities & Experience


Mandatory Skills & Experience

  • 5–10 years’ experience managing IT/business transformation projects.
  • Strong project management expertise (PRINCE2, PMBOK, Agile/Hybrid delivery).
  • Demonstrated ability to manage multiple projects concurrently.
  • Excellent stakeholder engagement, facilitation, and communication skills.
  • Proven experience delivering projects involving data governance, data quality, or analytics initiatives.
  • Experience in business process documentation, analysis, and requirements gathering.
  • Strong risk, issue, and dependency management skills.
