Synopsis
The purpose of the Quality Assurance Engineer (QAE) is to undertake and manage assigned internal and external audits, assess and recommend engineers for certifying privileges, review and complete capability development assessments, conduct internal investigations, review and manage Expositions and Technical Procedures Manuals (TPM) in compliance with internal and regulatory requirements in order to maintain continued validity of the CAR 145, EASA Part 145, FAR 145 and other National Aviation Authority (NAA) Maintenance Organization Approval
Perform all phases of Technical safety investigations from data gathering to preparation of full Technical Investigation safety report; to liaise and cooperate with local authorities in investigations as representative of Etihad Airway Engineering Quality Department and as part of the organization, responsible for supporting the establishment and development of the Company’s Safety Management System (SMS) in response to United Arab Emirates Civil Aviation Law, and General Civil Aviation Authority SMS requirements.
Review the NAAs Approval Certificates in accordance with the business requirements to ensure the currency and validity of Approvals.
Accountabilities
- Manage, prepare and conduct quality audits and surveillance, inspections of internal and external contracted maintenance functions to uphold regulatory and internal standards, producing reports and ensuring corrective/preventive actions are implemented and effective.
- Conduct technical investigations on maintenance related incidents, accidents and process errors which encompass National Aviation Authorities (NAA) Mandatory Occurrence Reports. Evaluate and provide causal and contributing factors, safety analysis and recommendations to senior management within Etihad Airway Engineering (EYE) and produce comprehensive Investigation Reports to mitigate repeat occurrences, increasing safety and reducing costs.
- To ensure that all NAA Approvals held remain valid and where requested manage new NAA approvals, renewal and/or extensions processes.
- To liaise with NAA’s and Internal Stakeholders for issues related to NAA approvals and keep QA Management up to date with feedback/requests received.
- Provide quality assurance and safety awareness and maintenance procedures training to personnel to ensure that all staff have appropriate procedures awareness and support the development and revision of maintenance procedures.
- Conduct and assess documentation/license reviews and oral assessment to approve and qualify all aircraft engineers and authorization holders within EYE to ensure they are technically competent for the maintenance of aircraft/components or return to service of aircraft/components.
- Review and conduct capability extensions for new aircraft/components or facilities by way of audit and surveillance inspections to uphold regulatory and internal standards, producing reports and ensuring corrective/preventive actions are implemented and effective,
Education & Experience
Qualifications and Education:
- An appropriate aircraft maintenance license (ICAO) or an aeronautical/engineering degree.
Experience
- Minimum of 10 years of aviation industry experience, including at least 3 years in Quality Assurance and hands-on experience in audits, conducting investigations, authorizations, capabilities and document management.
Training requirements
- Formal aeronautical maintenance training
- Aircraft Incident / Accident Investigation Training
- Root cause analysis
- GCAA CAR M / EASA Part M and CAR 145 / EASA Part 145/UK CAA training
- Minimum aircraft-specific Level 1 Type Training on at least one type of aircraft maintained by EYEng(Level 3 Type training is preferred)
- Formal training in quality assurance auditing, preferably to Lead Auditor standards
- Formal training in SMS implementation and monitoring
Knowledge
- Knowledge of aircraft/engine systems
- Knowledge of aircraft/engine documentation and record keeping
- Knowledge of Aviation regulations- 145, PART/CAR M, CAR SMS across EASA, CASA, UKCAA, GACA,GCAA, FAA etc
- High standard of Investigation skills
- High standard of English and report writing skills
- High standard of computer literacy (Microsoft Office application)
