As a vital member of the Governance department at Gopa Pace, you will play a pivotal role in overseeing projects and developing proposals in the field of Governance. This position may involve coordinating a small team of 1 to 3 staff members, conducting independent project management and/or business development activities, and ensuring compliance with EU guidelines and procedures.

Key Responsabilities

PROJECTS OVERSIGHT AND STRATEGY

  • Lead and manage strategic projects within GOPA PACE and/or coordinate the preparation of tenders, acting as a coordinator in the process.
  • Supervise and coordinate a small team of 1 to 3 staff members, providing guidance and support.
  • Contribute to and shape the strategic vision of GOPA PACE and the team.
  • Act as a development catalyst for the team, driving initiatives forward.
  • Consolidate, develop, and capitalize on the existing knowledge and expertise within GOPA PACE.
  • Undertake independent travel for project implementation or business development purposes, up to approximately 20% of the working time, in our regions and sectors of work.
  • Act as the main contact with beneficiaries and contracting authorities, fostering strong relationships and ensuring smooth project execution.

PROJECT MANAGEMENT AND REPRESENTATION

  • Lead and coordinate all stages of tender preparation, managing complex projects independently, and supervise the preparation of expressions of interest (the actual application is done by a support department).
  • Undertake field missions as needed for project implementation or business developmentpurposes, worldwide
  • Demonstrate a strong understanding of EU guidelines and procedures relevant to governance projects.
  • Manage end-to-end projects within GOPA PACE, ensuring their success and alignment with the company's objectives.
  • Represent GOPA PACE to clients, donors, and stakeholders, maintaining positive relationships.
  • Actively contribute to enhancing the company's image and reputation.

LEADERSHIP AND COMMUNICATION

  • Demonstrate exceptional communication skills, both internally and externally.
  • Actively participate in GOPA Group working groups and initiatives.
  • Oversee and mentor Project Managers, Junior Project Managers and Project Assistants, ensuring quality in operational tasks and procedures.
  • Provide on job training to Junior Project Managers (JPM), Project Managers (PM), and Project Assistants (PA) as required.

  • Capability for independent decision-making and autonomous work.
  • Experience in negotiating contracts with clients and proven knowledge of EU PRAG requirements.

QUALIFICATIONS AND KEY SKILLS

  • Bachelor’s degree, preferably in fields such as Political Sciences, International Relations, EU studies, social sciences (economics, law, sociology), or public policy.
  • Master’s degree or other postgraduate qualifications in relevant fields will be an asset.
  • Minimum of 7 years of relevant professional experience in international cooperation & development, preferably linked to the Governance sector
  • Excellent communication and negotiation skills to interact effectively with stakeholders.
  • Proficiency in consolidating and capitalizing on existing knowledge and expertise.
  • Computer skills: MS Office (Excel, Word, PowerPoint)
  • Full Proficiency in English and either Spanish or French is mandatory. Proficiency in English, Spanish and French will be a strong asset.
  • Knowledge of other languages, relevant to our regions of work, will be considered as an asset.
