Position Overview:
The Technical Project Manager (ELV Systems) is responsible for leading the full lifecycle of Extra Low Voltage (ELV) and ICT infrastructure projects — including fiber optics, structured cabling (Cat6/Cat6A), CCTV, access control, Wi-Fi, and IoT systems. This role combines hands-on technical expertise with strong project and stakeholder management skills, ensuring seamless coordination between design, site execution, and client delivery within budget and time constraints.
Key Responsibilities
1. Project Planning and Execution
• Lead planning, design, and delivery of ELV and ICT projects from initiation to handover.
• Develop project schedules, resource allocations, and installation methodologies.
• Define scope and deliverables across systems such as structured cabling, CCTV, access control, and IoT devices.
• Supervise on-site activities including installation, testing, and commissioning, ensuring compliance with design specifications.
2. Technical Oversight and Documentation
• Review and validate technical drawings, single-line diagrams, and schematics using AutoCAD or similar tools.
• Prepare and manage material submittals, method statements, and technical data sheets in accordance with project specifications.
• Ensure timely submission and approval of shop drawings, RFIs, and technical documentation.
• Oversee fiber optic splicing, OTDR testing, and Cat6 certification reports.
• Ensure integration of subsystems and network connectivity through central management platforms.
• Verify all ELV designs adhere to local authority standards (SIRA, TRA, DCD, DEWA, etc.).
3. Stakeholder & Contractor Management
• Serve as the primary interface between the client, consultant, and subcontractors.
• Lead coordination meetings, resolving conflicts between civil, MEP, and ICT trades.
• Monitor contractor progress, quality, and adherence to schedule and budget.
• Support procurement in reviewing vendor quotations and technical evaluations.
• Maintain project correspondence, transmittals, and approval tracking.
4. Quality, Safety, and Risk Management
• Implement QA/QC procedures to ensure proper installation and workmanship.
• Conduct routine site inspections and enforce HSE standards for ELV works.
• Manage and mitigate project risks including material delays, design changes, and site constraints.
5. Testing, Commissioning, and Handover
• Supervise FAT/SAT, functional testing, and integrated system commissioning.
• Ensure all documentation — including test results, O&M manuals, and as-built drawings — is complete and validated.
• Coordinate training sessions and final handover to operations and maintenance teams.
Qualifications and Experience
Education
• Bachelor’s Degree in Electrical Engineering, Telecommunications, or IT/Computer Engineering.
• PMP or PRINCE2 certification preferred.
• BICSI RCDD certification is an advantage.
Experience
• Minimum 8 years of experience in ELV or ICT projects, with at least 3 years in a project management capacity.
• Proven experience in managing fiber optic, structured cabling, CCTV, access control, Wi-Fi, and IoT projects for large-scale developments.
• Strong understanding of SIRA-compliant CCTV systems, data networking, and structured cabling standards (TIA/EIA, ISO/IEC).
Technical Skills
• Proficiency in AutoCAD for reviewing and redlining technical drawings.
• Strong understanding of structured cabling design, fiber splicing/testing, and OTDR interpretation.
• Knowledge of network topologies, VLANs, PoE, and IP addressing.
• Familiarity with CCTV and access control VMS systems (Dahua, Bosch, Honeywell, Milestone, etc.).
• Experience in integration with IoT platforms and BMS systems.
• Strong MS Office, MS Project, and project documentation management skills.
Soft Skills
• Excellent leadership and communication skills.
• Strong attention to detail and problem-solving mindset.
• Ability to handle multiple contractors across fast-paced environments.
• Fluent in English (Arabic is an advantage).

Certifications (Preferred / Advantageous)
• Fiber Optics Certifications: FOA CFOT (Certified Fiber Optic Technician), EXFO or Fluke Fiber Testing Certification.
• Structured Cabling and Network Certifications: BICSI Installer 2 (Copper or Fiber), BICSI Technician, Cisco CCNA/CCNP Enterprise, CompTIA Network+.
• Security and CCTV Certifications: SIRA Engineer / Technician Certification, Dahua / Bosch / Milestone VMS Integration Certification, Axis Certified Professional (ACP).
• IoT and Smart Systems Certifications: KNX Partner Certification, Siemens / Honeywell / Schneider BMS Integration Training.
• Health, Safety, and Quality: NEBOSH or IOSH Managing Safely, ISO 9001:2015 Internal Auditor Certification.
