الوصف الوظيفي لوظيفة مدير قسم تكنولوجيا المعلومات (IT Manager) في شركة وساطة مالية، بما يتماشى مع متطلبات هيئة قطر للأسواق المالية (QFMA) و*بورصة قطر (QSE)، *باللغة العربية:

المسمى الوظيفي: مدير قسم تكنولوجيا المعلومات 

القسم: تكنولوجيا المعلومات 

التبعية: الإدارة التنفيذية / المدير العام 

الموقع: الدوحة، قطر

الهدف من الوظيفة:

الإشراف الكامل على تخطيط وتنفيذ وصيانة البنية التحتية لتكنولوجيا المعلومات في الشركة، وضمان الامتثال الكامل للوائح الأمن السيبراني والتقني الصادرة عن هيئة قطر للأسواق المالية (QFMA) وبورصة قطر (QSE)، ودعم عمليات التداول والتقارير والأنظمة المرتبطة.

المهام والمسؤوليات:

- تطوير وتنفيذ استراتيجية تكنولوجيا المعلومات بما يتماشى مع أهداف الشركة ومتطلبات الجهات التنظيمية.

- الإشراف على البنية التحتية التقنية وأنظمة التداول والتأكد من جاهزيتها وكفاءتها.

- ضمان حماية بيانات العملاء والمعاملات بما يتماشى مع السياسات الأمنية المعتمدة.

- إعداد خطط استمرارية العمل والتعافي من الكوارث الخاصة بالأنظمة التقنية.

- مراقبة وصيانة الأمن السيبراني ومتابعة الالتزام بسياسات QFMA وQSE

- التنسيق مع مزودي خدمات التكنولوجيا وشركات البرمجيات لضمان جودة الدعم والتحديثات.

- إدارة فريق تقنية المعلومات وتطوير مهاراتهم وتحسين أدائهم.

- إعداد تقارير دورية للإدارة العليا عن أداء الأنظمة التقنية والمخاطر المحتملة.

المؤهلات والمتطلبات:

- بكالوريوس في تكنولوجيا المعلومات أو نظم المعلومات أو ما يعادلها ويفضل شهادة عليا أو شهادات مهنية مثل (CISM / CISSP / ITIL).

- خبرة لا تقل عن 7 سنوات في قطاع تكنولوجيا المعلومات، مع خبرة لا تقل عن 3 سنوات في بيئة شركات الوساطة أو الأسواق المالية.

- معرفة قوية بالأنظمة المالية والتداول والبنية التحتية لشبكات الحماية.

- إلمام تام بلوائح QFMA وQSE المتعلقة بأمن المعلومات وأنظمة الوساطة.

- إجادة اللغة العربية والإنجليزية.

Job Title: IT Manager 

Department: Information Technology  

Reporting to: Executive Management / General Manager 

Location: Doha, Qatar

Job Objective:

To lead, manage, and oversee the planning, implementation, and maintenance of the company’s IT infrastructure, ensuring full compliance with the cybersecurity and technical requirements of the Qatar Financial Markets Authority (QFMA) and the Qatar Stock Exchange (QSE), while supporting trading, reporting, and operational systems.

Key Responsibilities:

- Develop and execute the IT strategy aligned with the company’s objectives and regulatory requirements. 

- Supervise the IT infrastructure, trading systems, and ensure their reliability and efficiency. 

- Ensure the security of client data and transactions in accordance with approved security policies. 

- Implement business continuity and disaster recovery plans for all IT systems. 

- Monitor and maintain cybersecurity measures in line with QFMA and QSE guidelines. 

- Coordinate with external technology vendors and software providers to ensure high-quality service and support.

-Manage and train the IT team to improve performance and skillsets. 

- Prepare periodic reports to senior management on system performance and potential IT risks.

Qualifications and Requirements:

- Bachelor’s degree in Information Technology, Computer Science, or equivalent (Master’s degree or certifications such as CISM, CISSP, or ITIL are preferred). 

- Minimum 7 years of IT experience, with at least 3 years in a brokerage or financial market environment. 

- Strong knowledge of financial systems, trading platforms, and cybersecurity infrastructure. 

- Full understanding of QFMA and QSE rules related to information security and brokerage operations. 

- Fluent in both Arabic and English.
