The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority (“NewERA”), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund .
The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

The SCA’s principal objectives are:
- The SCA is obliged by statute to manage delegated claims and counterclaims in such manner as to ensure that the liabilities of the State authorities are contained at the lowest achievable level. In performing this function the SCA seeks to act fairly and ethically in its dealings with people who have suffered injuries and who take legal actions against the State or State bodies, and the families of these people; and
- To implement targeted personal injury and property damage risk work programmes to mitigate litigation risk in State authorities and healthcare enterprises, in order to reduce the costs of future litigation against the State.
- The SCA is obliged by statute to manage claims for legal costs, and recovery of legal costs however such costs are incurred.
Role Summary
As part of the Data Services Unit of the SCA the junior data analyst will be assigned to a small team within the DSU, responsible for further developing the capability in respect of descriptive analytics or responsible for maintaining our existing suite of reporting and responsibilities in respect of recurring and ad-hoc data requests.
This successful applicant will have an initial assignment to the predictive analytics team. All members of the Data Services Unit are required to remain flexible and respond to the nature of the SCA business and mandates.
Principal Accountabilities
The principal accountabilities associated with the role will include:
- Deal with ad-hoc information requests from internal and external parties from receipt of query to final response ensuring the timely delivery of high-quality information.
- Provide advanced reporting and analytics capabilities to the SCA and State authorities in the format of dashboards, business intelligence reports, statistical analysis, and models.
- Deep-dive statistical analysis of large and complex qualitative and quantitative data sets to support risk and claims management initiatives.
- Participate in design, testing and implementation activities in relation to data management systems to meet the needs of the organisation and State authorities.
- Interact, communicate, and gather requirements from a wide variety of stakeholders.
- Communicate and present analytical findings to all levels in the organisation.
- Assist in other activities when required and support the Senior Analyst.
- Strong communication skills, verbal and written.
- Proven ability to deliver in a demanding environment with conflicting priorities and deadlines and comfortable with changing priorities.
- A positive approach to problem solving and track record of exploring possible solutions.
- A self-motivated, diligent, and flexible individual. Ability to work collaboratively internally and externally.
- A qualification in analytics, statistics, mathematics, engineering, IT or relevant business area to at least degree or master’s level.
- Knowledge of statistics, predictive modelling and related programming tools, R and Python.
- Knowledge & experience of Tableau or Microsoft Power BI is an advantage.
- Experience working with business teams in the extraction and agreement of business requirements.
- 1-2 years’ experience in relevant area including analysis and delivery of data solutions in the format of BI reports, dashboards, statistical models etc.
- Experience in change management and the relevant impacts on data management activities.
If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee’s re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
