- SUMMARY The Defence Policy and Planning (DPP) Division has the lead role at the political-military level for the defence-related aspects of NATO’s fundamental security tasks. Within the DPP Division, the Defence Planning Directorate (DPD) has the lead in the International Staff (IS) for the coordinated execution of the NATO Defence Planning Process (NDPP) and in assisting the defence reform efforts of nations. The Directorate works in close cooperation with national delegations and staff in national capitals on all business relating to defence planning, including the analysis of national defence programmes and the Alliance’s reporting on Burden Sharing.
The incumbent will work in a Division which considers diversity and inclusion as essential to the way it works. - QUALIFICATIONS AND EXPERIENCE
The incumbent must:
- possess higher secondary education with 6 years of experience in the compilation, management, and analysis of economic and financial data, particularly from national and international sources OR a university degree in economics, statistics, data science, or finance with a specialisation in applied data work with 3 years of relevant experience. Further relevant doctoral studies may be credited towards years of relevant experience;
- have strong practical experience in data analytics, visualisation and reporting using specialised data science software (such as Python with pandas, numpy and matplotlib; or R with tidyverse, including dplyr and ggplot2);
- have experience in the development of data repositories and databases, the definition of the database structures and the setting-up and management of data systems, including data quality assurance;
- have experience developing data processing pipelines/scripts using version control systems, such as Git;
- be proficient in the use of Microsoft Office tools, in particular MS Excel and MS Word;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;
- be able to work against tight deadlines;
- be willing to travel and work outside normal office hours.
The following would be considered an advantage:
- understanding of key Macroeconomic concepts and experience working with data from public sources such as OECD, IMF and ECB;
- advanced knowledge and experience in dashboarding solutions such as PowerBI;
- experience with relational databases, such as MS SQL;
- experience in automating data processing and analysis tasks;
- experience in the development of web applications using industry best-practice frameworks (for example .NET or Python web frameworks);
- knowledge of NATO defence planning and NATO defence expenditure reporting.
- MAIN ACCOUNTABILITIES Knowledge Management Compile and verify defence-related financial and economic data for the NATO Defence Capability Review and produce statistical reports in support of NDPP. Produce reports on defence-related economic and financial data. Follow up with detailed quality assurance questions to country delegations and experts.
Co-operate with (specialist) staff within the Data Analysis Section and the wider DPP Division. Maintain contacts with national authorities, other international organisations and the wider Data Analyst community at NATO. Organise and provide training to national authorities and NATO staff.
Information Management
Liaise with others in DPD and DPP to compile and verify defence-related financial and economic information, and to assist end-users with statistical reporting and data analysis.
Expertise Development
Produce and disseminate aggregated statistical information in a user-friendly form, as both tables and charts. Contribute to the further development and implementation of NATO financial and economic databases, and statistical reporting applications. Proactively develop skills in areas such as use of new technologies, as well as planning and organising. Liaise with others to leverage knowledge.
Project Management
Provide data quality assurance for national replies to NATO surveys and questionnaires. Perform any other related duty as assigned.
- INTERRELATIONSHIPS The incumbent is responsible to the Head, Data Analysis Section; co-operates with staff in the Data Analysis Section; works in close conjunction with other staff in the DPD and staff elsewhere in the International Staff; maintains a close working relationship with the national delegations and with the national authorities responsible for defence planning and defence-related economic and financial matters. - CONTRACT
Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
