The Business Analyst – Senior Scrum Master plays a dual role supporting both Agile delivery leadership and business requirements analysis within a federal IT environment. This position works across cross-functional Agile teams, product owners, and federal stakeholders to facilitate requirements gathering, backlog refinement, sprint planning, and delivery of mission-driven IT solutions. The candidate provides strategic guidance in Agile transformation, serves as a servant leader to development teams, and ensures alignment between business needs, technical implementation, and federal compliance requirements.
Key Responsibilities:
Scrum Master Leadership
- Lead Agile ceremonies including sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives.
- Coach Agile teams on best practices and foster a collaborative, high-performance team environment.
- Identify and resolve team impediments, risks, and delivery dependencies.
- Track and communicate sprint velocity, burndown charts, and release metrics to HHS leadership.
- Support incremental delivery and Agile adoption across HHS program teams.
- Remove blockers proactively and coordinate resolution with government stakeholders.
- Promote a culture of accountability, transparency, and continuous improvement.
- Gather, define, and document business and functional requirements using user stories, process models, and use cases.
- Facilitate joint application design (JAD) sessions, stakeholder interviews, and workflow reviews.
- Analyze business processes and recommend modernization or automation improvements.
- Create epics, features, and user stories with clear acceptance criteria.
- Support backlog prioritization and grooming in alignment with HHS mission goals.
- Partner with development and QA teams to validate requirements and test outcomes.
- Maintain requirements traceability throughout the SDLC.
- Ensure project documentation complies with HHS and federal IT governance.
- Support change requests, risk logs, sprint reporting, and release planning.
- Align deliverables with HHS security, privacy, Section 508, and FISMA standards.
- Provide executive-ready reporting and briefings to HHS program leadership.
- Bachelor’s degree in Business, Information Systems, Computer Science, or related field.
- 5-7+ years total professional experience in IT or business consulting.
- 5-7+ years of Business Analyst experience supporting enterprise systems.
- 5-7+ years of hands-on Scrum Master experience in Agile delivery environments.
- Experience supporting federal clients, preferably HHS or civilian agencies.
- Strong skills in Jira, Azure DevOps, Confluence, or similar Agile tools.
- Demonstrated ability to interface with executive stakeholders and technical teams.
- Certifications: Certified Scrum Master (CSM), SAFe Scrum Master (SSM), or PMI-ACP (one required).
- Experience with HHS agencies such as, ACF, NIH, HRSA, or FDA.
- Familiarity with Agile at Scale frameworks (SAFe, LeSS, or Scrum@Scale).
- Experience with cloud-based delivery (AWS, Azure, or GovCloud).
- Knowledge of interoperability standards and data exchange (FHIR, HL7 preferred).
- Additional certifications such as Product Owner (CSPO), CBAP, SAFe SPC, or PMP.
- Experience working in DevSecOps environments with CI/CD pipelines.
- Must be an U.S. Citizen and able to obtain a Public Trust clearance.
