Main tasks and responsibilities


Instrument

  • Provides instrument engineering expertise that results in time/cost-effective/safe, reliable, and high-quality customer-focused Engineering Services packages for refinery & petrochemicals unit CAPEX & MOC projects.
  • Support plant emergencies and provide required engineering service in the Instrumentation discipline.
  • Provide state of art technological solutions for the plant problems (appropriations request) referred by the Maintenance Team.
  • Associated with RCA, HAZOP, FEED studies and contribute as required by the studies/ design.
  • Support implementation of RCA recommendations by providing required engineering documents.
  • Carry out field inspection during all Projects (CAPEX/MOC/AR) implementation and generates Punch points for the deviations against the approved engineering drawings/specifications.
  • Coordinate with external consultant for Safety Integrity Level (SIL) studies of the new projects/facility by adhering to required tendering Process.
  • Executes the Insurance Audit recommendations and ensures compliance with required industrial practice/norms.
  • Executes the Integrated Management system (IMS) audit recommendations and ensures to comply with the required industrial practice/norms/standards.
  • Continuously improved capabilities, processes, procedures, practices, and systems.
  • Provide inputs on Management of change (MOC), while initial review & approval is in progress.
  • Provides engineering package & cost estimations to MOC and appropriation requests in the instrumentation discipline.
  • Participates in progress review meetings with contractors to monitor performance and suggests corrective steps in case of deviation from agreed schedules.
  • Work on SmartPlant Instrumentation (SPI), carry out a quality check to ensure the databases submitted by EPC Contractors are as per Contract scope and good engineering practice.
  • Offers guidance to contracting supervisors as required.
  • Ensure that project completion, acceptance, and handover procedures are implemented as per project specification, company policy, and applicable code & standard.
  • Develop and provide effective Training Programs for the development of trainees & young engineers.


Control Systems:


  • Delegate, designate, supervises, and controls all work for control systems maintenance and tuning.
  • Receives and analyses periodic reports on control systems maintenance and scheduled turnarounds and determines the best course of action for increasing the section’s efficiency.
  • Provides full technical & manpower support during plants’ normal run and shutdown.
  • Determines long-term control systems’ maintenance policy and oversees detailed planning of maintenance activities and programs.
  • Lead, produce and maintain the lifecycle management plan for control systems, and subsequently provide forecast cost and schedule estimate for control system-related capital and maintenance projects.
  • Supervises the efficient and safe implementation of preventive maintenance schedules. Includes determining priorities, allocating manpower and equipment/tools, and ensures the timely completion of jobs according to schedule and work permits.
  • Coordinates efforts within the section to develop guidelines, specifications, best practices, and procedures for maintenance of Distributed Control System, Emergency Shut Down system, Programmable Logic Controllers, and complex control loops.
  • Maintains technical expertise in functional areas of process control systems and cybersecurity.
  • Reviews recommended modifications or projects, studies the technical feasibility and gives recommendations on standardization of materials and compatible equipment. Participates in defining and listing spare parts for such projects, as well as pre-commissioning and commissioning.
  • Develops IDP of staff within the section, prepares On the Job Training (OJT) programs, and monitors their implementation.
  • Lead development of control system training task books, standard operating and maintenance procedures

Internal: Operators, Shift supervisor, Maintenance Coordinator, Process Trainer, Technical Services Department, Engineer production. All TSD Team Leaders and Engineers, Operations, Maintenance, and Procurement & Contracts.

External: Contractors, Vendors & Suppliers

Notable Working Conditions. Field Operations and office environment, Moderate to intensive computer screen use.

Education requirements

Minimum qualification required is a college graduate degree in Electrical Engineering or equivalent

Language requirements

Excellent knowledge of written, read, and spoken English (required)


Background and experience

Competencies and skills

  • Engineer: 5-8 years of relevant experience.
  • Senior Engineer: 8+ years of relevant experience


Both:

  • Knowledge of personal computer applications such as SAP, Project management tools, PDF writer.
  • Knowledge of latest International Standards related to Instrumentation Engineering (ISA, IEC, API, MPMS, ANSI, NFPA, and NAMUR).
  • Knowledge of Engineering Software like SmartPlant Instrumentation (SPI) Flowcal /Intools for Instrumentations Engineer.
  • Strong knowledge of Control valve sizing & selection, Field instrumentation (flow, level, temperature, Special Instruments), Flow calculations, Control philosophy, safeguarding system requirements, etc.,
  • Experience in System design of DCS/ESD/FGS/PLC and review of associated system Logics
  • Knowledge of SCADA system
  • Knowledge of personal computer applications such as SAP, Project management tools, PDF writer.
  • Experience in handling FEED/EPC Contracts
  • Knowledgeable in HSE plans related to construction/project activities.
  • Understanding of Process (P&IDs / PFDs) & Engineering drawings and OEM manuals.
