Chief Technology Officer (CTO) - Healthcare

Tamarind Health is a pan-Asian oncology-focused group headquartered in Singapore, with operations across Singapore, Hong Kong, Malaysia, China, Vietnam, and the Philippines. The group is dedicated to delivering exceptional care and improving patient outcomes across the region, with the goal of enhancing access to comprehensive cancer treatment by leading doctor-led practices that set the standard for oncology care. 

 

Position Overview

The Chief Technology Officer (CTO) is responsible for shaping and executing the technology vision of the organization, ensuring that digital and IT systems support the delivery of safe, efficient, and high-quality healthcare. Reporting to the CEO, the CTO leads technology strategy, digital innovation, cybersecurity, and infrastructure management while ensuring compliance with healthcare regulations and fostering a culture of technological excellence.


 

Key Responsibilities

Technology Strategy & Leadership

  1. Develop and implement the organization’s technology vision and strategy, aligning with business and clinical goals.
  2. Lead digital transformation initiatives, including electronic medical records (EMR/EHR), telemedicine, AI-driven healthcare solutions, and data analytics.
  3. Identify emerging technologies and evaluate their potential impact on patient care, operations, and business growth.
  4. Advise the executive team on technology trends, risks, and opportunities in healthcare.
  5. Taking ownership of IT budget and innovation.


Healthcare IT Operations

  1. Oversee IT systems, infrastructure, and digital platforms to ensure reliability, security, and scalability.
  2. Manage integration of clinical, operational, and business systems for seamless workflows.
  3. Ensure system uptime, disaster recovery planning, and effective IT service management.
  4. Collaborate with clinical teams to ensure technology enhances patient safety, experience, and care outcomes.


Cybersecurity & Compliance

  1. Establish robust cybersecurity policies to protect patient data and organizational information.
  2. Ensure compliance with healthcare data regulations (e.g., HIPAA, PDPA, GDPR, HITECH).
  3. Conduct regular audits, risk assessments, and security upgrades.


Innovation & Digital Health

  1. Drive adoption of digital health solutions such as remote monitoring, mobile health applications, and AI-enabled diagnostics.
  2. Working with CFO to champion data analytics and predictive modelling to support clinical decision-making and population health management.
  3. Foster partnerships with health tech companies, startups, and research institutions to drive innovation.


Team Leadership & Stakeholder Engagement

  1.  Build and lead high-performing IT and digital health teams.
  2. Promote collaboration between IT, clinical, operations, and business units.
  3. Manage vendor relationships and negotiate technology contracts.
  4. Develop talent, mentorship programs, and succession planning for the technology function.


 

Qualifications & Experience

  1. Degree in Computer Science, Information Systems, Engineering, or related field.
  2. 12–15 years of progressive technology leadership experience, with at least 5 years in an executive role, preferably in healthcare, life sciences, or health technology.
  3. Proven track record of implementing large-scale IT systems and digital transformation in healthcare.
  4. Strong knowledge of healthcare IT standards (HL7, FHIR), EMR/EHR platforms, and interoperability frameworks.
  5. Experience in cybersecurity, cloud technologies, and data governance in a healthcare setting.
  6. Financial acumen with experience managing multi-million-dollar IT budgets.
