VASS BeNeLux, in partnership with the European Commission, is currently seeking an Expert Data Scientist 027446 to work from the European Commission.



The role:


DESCRIPTION OF THE TASKS

The external service provider shall support the Pioneering team and will be responsible for advanced data

analysis, including survey design and survey analysis for surveys run by DG HR, as well as analysis of HR

data on a broad range of HR topics in response to ad hoc requests or in the context of ongoing projects.

Following tasks shall be performed by external service provider:

• Exchange with client or stakeholders, in response to data requests or in project context, to identify

analytical needs, expectations, assumptions;

• Identification of possible data sources and data collection instruments for given data analysis

assignment; developing statistical methodology and tools;

• Survey design including survey structure, content, lay-out, optimised in view of the anticipated

analytics;

• Database querying to retrieve relevant data from HR information system databases or data warehouses;

• Data treatment incl. data integration, data editing, imputation & weighting - applying appropriate data

protection measures;

• Advanced data analysis, including statistical analysis and modelling, forecasting and text analysis,

combining different data sources;

• Design, develop and test (prototype) dashboards and other (web-based) applications

• Designing, developing, and implementing AI and machine learning models to extract insights,

automate processes, and enhance decision-making within the project context.

• Prepare deliverables, including narrative reports with appropriate visualisations and interpretation of

trends, insights and recommendations;

• Participate actively in project meetings, working groups or steering meetings related assigned projects

or tasks.

• Dissemination of results and knowledge sharing via papers, briefings, news releases, websites and

presentations, including provision of results-based policy advice;

• Creation and maintenance of documentation of methodologies and developments.

KNOWLEDGE AND SKILLS

Following skills and knowledge are required for the performance of tasks:

• Data querying skills:

relevant experience demonstrating the ability to query databases using SQL queries.

• Data analysis skills:

expertise in advanced data analysis, applying relevant statistical and visualisation methods, using R,

Python, KNIME, MS Power BI or similar. Excellent skills in MS Office, including high level of

proficiency with MS Excel are required.

• Communication skills:

capacity to communicate technical or specialised information; excellent drafting and editing skills in

English; ability to deliver presentations (incl. storytelling skills); sociability skills and client-oriented

attitude.

• Organisation and coordination skills:

ability to identify user requirements and needs; capacity to structure and analyse information; ability to

apply high quality standards; ability to work in a proactive and autonomous way; planning skills;

ability to coordinate projects with multiple partners and stakeholders in an efficient and collaborative

manner; capability to work on multiple concurrent tasks under time constraints and meeting

challenging deadlines; pragmatism and problem-solving skills.

Due to the particular nature of a large international organisation such as the European Commission,

candidates should also have the following non-technical skills:

• Capability of integration in an international/multicultural environment, rapid self-starting capability

and experience in working in team;

• Ability to participate in multilingual meetings;

• Ability to work in multi-cultural environment, on multiple large projects;

• Excellent Team Player

• Ability to understand, speak and write English C1. French B1 will be an advantage;

SPECIFIC EXPERTISE

Following specific expertise is mandatory for the performance of tasks:

• At least 3 years of expertise in data analysis, including survey analysis

• Experience in hands-on dashboard development

• Experience in survey design

• Excellent knowledge of MS Outlook, Teams, Word, Excel and Powerpoint;

• Knowledge of relevant data querying and analytical software (e.g. R, SPSS, Python, SQL, …);

CERTIFICATIONS & STANDARDS:

Following certifications are desirable for the function:

• Diploma in the field of Mathematics; Statistics; Data science; Psychology; Communication; Social

Science or similar.

Due to the particular nature of working with HR data of the European Commission, candidates should also

have the following:

• EU nationality
