Position: Data Analytics Specialist (Social Services Domain)
Location: Netherlands, based in the municipality (within commuting distance of Amsterdam)
Hours: 20 hours/week, preferably working on Wednesdays and Thursdays; other days flexible
Rate (Freelance): Approx. €82/hour
Remote Work: Possible by agreement
About the Project
A local municipality has launched a strategic initiative to improve how it uses data in its social services department. The aim of the Sustainable Social Services programme is to gain better insight into costs, trends, and outcomes in social care, to enable more informed decision‑making and more efficient resource allocation.
As the Data Analytics Specialist, you will be fundamental to building this capability from the ground up. There is only a basic foundation in place currently—so this is your opportunity to help shape the data culture and processes for the organization.
Your Role
You will act as the bridge between data and decision-making for many stakeholders. Your responsibilities will cover the full spectrum of data work—from gathering requirements through to delivering dashboards and reports. Key parts of what you will do include:
- Identifying what kinds of information internal teams need, and designing appropriate data structures.
- Setting up and maintaining ETL pipelines (Extract, Transform, Load) using internal and external data sources.
- Selecting, configuring, or advising on BI tools (such as Power BI, Tableau, Qlik, etc.), to make data useful and accessible.
- Ensuring data quality, consistency, and governance—making sure that data can be trusted and shared responsibly.
- Building dashboards and visual reports to clearly present trend‑analysis, anomalies, and performance metrics.
- Converting municipal department requests into data‑driven insights for management.
- Collaborating closely with other policy teams, ICT/data colleagues, and leadership to improve data accessibility and usability.
- Supporting the programme’s steering group by providing regular reporting and advising on data implications for social domain policies.
You will work independently within a small team (including a programme lead and programme support) and report directly to the Data/Information Provision Team Manager. The programme itself reports to senior leadership in social services and integrated information management.
What You Bring
- Degree at higher professional (HBO) or university (WO) level in a relevant field such as Data Science, Econometrics, Statistics, Computer Science, Business Administration, or similar.
- Minimum 3‑5 years of experience in roles involving data analysis, reporting, and data visualization, ideally within a public sector or municipal environment.
- Proficiency in SQL, advanced Excel, and at least one major visualization/BI tool (e.g. Power BI, Tableau, Looker).
- Strong analytical mindset with careful attention to detail.
- Good communication skills—able to explain what your analyses show in clear and practical terms.
- Proactive approach: you take initiative, solve problems, see what needs doing and act.
