Program Governance & Project Scheduling Manager – Clinical Information Systems

Location: Remote (occasional travel as required)

Employment Type: Full-Time | 2-Year Contract (with potential extension)

About The Role

We’re seeking an experienced Program Governance & Project Scheduling Manager to lead governance and coordination efforts for a large-scale Clinical Information Solution (CIS) transformation program.

The successful candidate will oversee governance structures, standardize project processes, and ensure seamless alignment between clinical, technical, and project leadership teams. This position plays a key role in advancing digital health transformation through effective governance and process management.

Key Responsibilities

  • Lead the design, implementation, and compliance of the program’s governance framework across committees and workstreams.
  • Oversee governance coordinators and ensure quality and consistency in documentation, reporting, and workflows.
  • Manage governance meetings, including logistics, agendas, action tracking, and decision documentation.
  • Approve updates to working group memberships, Terms of Reference (ToRs), and other governance materials.
  • Develop and maintain standardized tools for decisions, risks, and actions using platforms such as JIRA and Confluence.
  • Produce and deliver monthly, quarterly, and ad-hoc governance reports, including progress updates and resource utilization.
  • Collaborate with leadership to align governance decisions with overall program objectives.
  • Identify and implement continuous improvements to governance structures, documentation, and communication processes.

Qualifications

  • Post-secondary education in a health-related field or equivalent experience.
  • 3+ years of project or program management experience in healthcare transformation, digital health, or clinical information systems.
  • Proven expertise in developing and maintaining governance documentation (e.g., ToRs, SOPs, logs, reports).
  • Experience managing multiple stakeholder groups, governance models, and concurrent workstreams.
  • Strong analytical, organizational, and communication skills with a focus on accuracy and timeliness.
  • Advanced proficiency in Microsoft Office 365, Atlassian JIRA, Confluence, and collaboration tools (Teams, Zoom).
  • Familiarity with forecast scheduling, financial planning, and risk management for large-scale projects.
  • Certification or formal training in Project Management or Process Improvement (e.g., PMP, Prosci, Lean Six Sigma, ADKAR, or equivalent)
