Construction Project Manager (Supply Chain)

About the Role

We are seeking a seasoned supply chain professional to oversee the establishment of the global data center supply chain system for Nova Complex. The candidate shall be responsible for managing suppliers, handling complex and high value equipment procurement processes, and overall implementation of cost control whilst ensuring strict adherence to Nova’s product specifications.

Job Responsibilities

1. Establish procurement and supplier management systems; lead supplier relationship development, screening, and evaluation; and build a supplier classification system.
2. Organize the entire procurement process for large-scale projects by phases, including taking charge of the entire commercial process from bid document preparation, bidding process, commercial and technical negotiation, contract finalization to delivery.
3. Implement full-life cycle management covering procurement requirements, supplier resources, procurement processes, contracts, delivery, and settlement; assist in establishing related processes, business, and commercial contract systems to avoid commercial risks.
4. Collaborate closely with the legal, finance and business teams to formulate project procurement plans, budget estimates, and fund usage plans.
5. Continuously drive cost optimization through procurement activities such as sourcing, price comparison, negotiation, and bidding.
6. Monitor supplier performance (e.g., on-time delivery rate, quality pass rate) and promote supplier improvements.
7. Undertake cost control and risk management.

Qualifications

1. Bachelor’s degree or above in Construction Machinery, Electrical / Power Engineering, Project Management, Supply Chain/Procurement, or related fields.
2. 8-10 years of experience in data center engineering procurement; experience in cost management of electromechanical equipment / electromechanical engineering is preferred.
3. Familiar with procurement supply chain systems and business processes, proficient in the entire GC bidding process; capable of independently organizing large-scale procurement activities and optimizing systems and business processes.
4. Familiar with data center service providers and product suppliers, with existing supplier channel resources in related fields; have a clear understanding of pricing and supply; possess basic technical evaluation capabilities and can make relevant recommendations to the business team based on demand characteristics.
5. Excellent communication and management skills, able to coordinate internal and external resources to drive suppliers to efficiently achieve the company’s business objectives.
6. Excellent negotiation skills and business acumen to ensure the company’s supply resources have market advantages; capable of designing/optimizing commercial contract terms to avoid commercial risks.
7. Experience working across borders, with ability to bridge technical and commercial teams in Asia (e.g. China & Singapore) and Europe (Finland or broader region).
8. Excellent cross-cultural communication skills, able to align multi-national stakeholders
9. Depending on location, ability to travel for up to 30% or more within a year
10. Strong awareness of compliance and integrity.
