Expert Lead Business Developer – Transaction Monitoring (Financial Crime)

Location: Diemen, Amsterdam (Hybrid: 2 days onsite, 3 days remote)

Schedule: 36 hours/week | Full-time (1 FTE)

Level: Senior (equivalent to Scale 13)

Salary Range (incl. benefits): €98,300 – €130,000 (based on 36h)

Role Summary

Our client is seeking an experienced and strategic professional to lead the development of our Transaction Monitoring (TM) framework within the Financial Crime & Integrity domain. In this senior-level role, you’ll define and execute the roadmap for detecting and mitigating financial crime risks such as money laundering, terrorist financing, and sanctions evasion.

You’ll act as a strategic connector between compliance, data, IT, and business teams — ensuring the monitoring environment is future-ready, risk-based, and aligned with regulatory requirements. This includes overseeing policy design, risk assessments, data insights, and stakeholder management to maintain a high standard of control and effectiveness.

You’ll also lead feedback loops and remediation efforts, making sure lessons from investigations, audits, or supervisory feedback are systematically integrated into operational processes and tooling. With a focus on innovation and scalability, you’ll help evolve TM towards a more real-time, data-driven, and AI-enhanced capability.

Key Responsibilities

  • Own the strategic vision and architecture of the Transaction Monitoring (TM) framework.
  • Translate risk assessments, audit findings, and regulatory changes into actionable initiatives.
  • Champion continuous improvement projects across teams, tools, and processes.
  • Serve as a primary liaison for internal functions such as Compliance, Operations, Audit, Risk, and IT.
  • Embed a data-driven, near real-time TM setup using advanced analytics and AI where possible.
  • Mentor and support Business Developers in their professional and technical development.
  • Represent the TM domain in steering committees, assurance reviews, and regulatory interactions.

Team & Structure

You will be part of the Financial Crime & Integrity team within a multidisciplinary business division. This unit includes around 8 Business Developers, 8 Data Strategists, a Product Owner, and a Department Manager reporting directly into senior leadership. Cross-functional collaboration is critical, especially with Compliance, IT, and Operations.

Your Profile Must-Haves:

  • Based in the Netherlands.
  • 10+ years of professional experience, including 5+ years in financial crime compliance, regulatory policy, or TM development.
  • Strong expertise in CDD, SIRA, RBA, and AML legislation (WWFT, FATF guidance).
  • Skilled in bridging regulatory and technical domains; able to turn complex legal and policy requirements into business solutions.
  • Comfortable leading across disciplines and influencing at senior management level.


Preferred:

  • Experience in a bank, payment provider, FinTech, or regulatory consultancy.
  • Exposure to second-line compliance or audit functions is an advantage.
  • Strategic mindset with a hands-on approach to implementation.
  • Fluent in English; Dutch is a plus but not mandatory.
