Job Description
The Position:
The HR Assistant position is based in the Eastern Europe and Central Asia Regional Office (EECARO) in Istanbul. The role is a key component of the regional HR team, providing essential support to 16 country offices as well as regional and sub-regional hubs. The incumbent will work under the direct supervision of the HR Analyst, Client Services and Outreach Branch (CSOB). The incumbent will support the Regional Office structure by bridging traditional HR administrative functions with a modern, data-centric approach to improve operational efficiency and decision-making.
The incumbent will report directly to the HRBP, Client Services and Outreach Branch (CSOB).

Job Purpose
The Human Resources Business Partner team in EECARO is committed to optimizing regional processes, enhancing efficiency, and strengthening collaboration. The team's primary objectives are to ensure smooth HR administration across the region and to leverage data-driven insights to inform strategic decisions. This includes initiatives like the HR & Operations Data Bootcamp, which aims to conduct comprehensive process analysis and develop PowerBI data dashboards to support effective programme delivery and resource utilization.
The incumbent will not only manage HR records and support daily administrative tasks but will also play a pivotal role in the data analysis and process optimization projects. By contributing to the development of data dashboards and providing analytical support, the HR Assistant will directly help the unit achieve its goals of enhancing business efficiency, fostering data-driven decision-making, and leveraging innovative solutions to support country offices in the region.
You Would Be Responsible For
- HR Administration and Process Improvement: The incumbent will manage and maintain digital HR records, ensuring accuracy, confidentiality, and compliance with UNFPA policies. They will also contribute to regional pilots focused on HR reporting, process analysis, and optimization projects. This includes leveraging modern project management tools and data analytics to increase efficiency and effectiveness.
- Data Analysis and Dashboard Development: The incumbent will be responsible for building data dashboards and conducting internal UNFPA data analysis. This includes focusing on HR and operational processes, such as workforce capacity, contract management, and recruitment metrics, to provide actionable insights. The incumbent will contribute to workforce capacity and demand forecasting, helping to align staffing needs with evolving program requirements within each cluster.
- Support for Talent Acquisition: The incumbent will participate in outreach and selection activities, supporting various stages of the recruitment and onboarding process for personnel categories within the EECA clusters. This includes analyzing the time and cost of selection processes to identify and address bottlenecks.
- Administrative Support: The incumbent will provide general administrative support to the Human Resources Business Partner team including SEA clear check, preparing templates, and knowledge recording to ensure the smooth functioning of the unit.
- Wellbeing and Diversity Monitoring: The incumbent will support the development of analytical tools and reports to monitor key metrics related to burnout, wellbeing, and diversity, equity, and inclusion (DEI) within the clusters.
- Acting as a backup for HR administrative functions as and when required.
Qualifications and Experience:
- Completed secondary level education (high school or equivalent) is required. University degree (first level) in Statistics, Behavioral Analytics, Information and Technology, Project Management, or a related field is desirable
- Five (5) years of relevant professional experience in human resources, operations, or data analytics, preferably within an international development organization setting. Two (2) years of experience with a first level university degree is accepted in lieu of experience
- Demonstrated experience in HR administration, including records management and administrative support.
- Proven ability to perform process mapping, analysis, and optimization.
- Strong knowledge of data analysis, data visualization, and the use of tools such as PowerBI.
- Clear interest and some experience in business analytics.
- Excellent analytical and writing skills.
- Sound judgment and ability to work harmoniously with staff from diverse backgrounds.
Fluency in English is required. Knowledge of another UN language is an asset.
