About The Role
Sitting within Technology, Intelligence, Security and Crisis Management (ISC) is the overarching function which delivers geo-political insight, emergency management support and security protection to all bp businesses. The security function works to risk assess identified security threats and handle security barriers to ensure bp’s business activity can be conducted securely, wherever the opportunities arise.
The Country Security Manager’s (CSM) role exists to deliver risk management expertise and specialist security advice to all relevant businesses in Mauritania and Senegal and across the West Africa region in order to ensure security is accurately implemented in accordance with bp’s requirements. Within bp, this role is viewed as the first level of leadership and as such the CSM, reporting to and guided by the Regional Security Manager (RSM), will provide coordination of the delivery of Security Risk Management process of the highest quality, ensuring that threats to company personnel, assets and operations/activities in country and within the region are properly identified, evaluated and countered in a timely manner and help to ensure the delivery of an outstanding security function. In addition to normal security duties across the country the CSM will be an integral part of Regional Security Leadership Team and there will be opportunities to lead on projects which have a regional and possibly global-level remit. Where advised by the RSM, the CSM will act as the main point of contact for business leadership in the country.
What You Will Deliver
- Act as the Country Security Manager (CSM) and provide the full security framework for the bp business in Mauritania and Senegal (M&S) to include onshore and offshore assets.
- Lead on security issues across the relevant businesses in the country. Provide strategic direction and reporting of security issues which occur across the country/region which may be of importance or relevance to bp operations.
- Be the focal point for all other countries in West Africa where no bp security presence is located.
- Imbedded ISC senior member of the BLT and advisor to the SVP and other function VP’s – providing high level security advice and briefings to EVPs and the wider BLT.
- Work with teams delivering projects in the relevant businesses and ensure the appropriate bp security input and oversight.
- Consolidate, prepare and submit Country Security risk registers and risk management plans ensuring that Risk Notification and Plan Endorsement (RNPE) forms for emerging security risks are accurately dealt with covering narratives, trends, major incidents, and Risk Action Plans (RAP).
- Conduct security reviews across the country to ensure the delivery of security measures in accordance with approved security risk management plans and RAPs.
- Provide regular assessment/update to the Head of Country and BLT on political events and security risks and their impact on the security environment. Represent security in Country BLT.
- Provide leadership and management of the Business Security Representatives (BSR) at each bp business in South Africa.
- Represent bp security function externally. Work closely with senior officials across the UKFCDO, US Embassy and other government organisations.
- Board member of Senegal OSAC Group working alongside the US RSO – attending OSAC meetings and have a speaking role through various security discussions.
- Supervise the development, compose and implementation of M&S security procedures and protocols to include safe and secure access for all M&S staff, contractors and visitors
- Conduct frequent field visits to maintain visibility and strategic direction of designated departments and assets
- Be culturally aware and act in a manner that is appropriate and mindful of the cultural diversity of M&S local staff and contractors
- Ensure that the supporting policies and procedures are in place and regularly reviewed for all sites as required
- Provide security framework for regular EVP & SVP visits into the region
- CAM for the Naval Security Protocol in order to provide an offshore security framework for both the HUB and FPSO assets across the GTA. Regular liaison with senior Naval Officers to ensure the delivery of scope is aligned with bp expectations
- Be prepared to pass the BOSIET course and medical examinations required for visiting bp offshore assets.
- Provide detailed technical security advice to ensure the required barrier strength is maintained and risk is mitigated in accordance with risk appetite.
- In coordination with the RSM facilitate information exchange with the BSRs in relation to security threats in each business. In particular, facilitate interaction with the ISC Intelligence Analysts and other sources of information in order to develop a detailed understanding of the threat picture which applies to bp’s businesses.
- Deliver day to day self-verification across the businesses in the country.
- Act as the security representative on the IMT or CCT in the event of activation.
- Ensure compliance with the Voluntary Principles on Security and Human Rights.
- Ensure that all activities of the Security function are in compliance with the relevant Company E&C procedures.
- Coordinate and ensure compliance with PSCM standards on security services contracts. Contract Accountability Manager (CAM) of a large Private Security Contract (PSC) and contract agency staff
- Act as point of contact for Project Contractors’ organizations in addressing various security issues, ensuring compliance with bp Security guides, procedures and contractual requirements and with high level performance and delivery of services.
- Establish, maintain and handle close relationships with Public security forces and relevant government collaborators. Establish proactive communications and information exchange.
- University degree in a relevant subject or comparable professional experience.
- have proven experience in a security role with responsibility for leading multiple sites across a national level business.
- have extensive expertise in security risk management and conducting security risk assessments.
- be experienced and comfortable participating in site and national level leadership team meetings.
- be able to discuss in detail security risk assessment and the use of risk management software.
- have a strong and confirmed knowledge of security strategy and implementing physical security practices and technical security measures to include cctv, access control and management/monitoring systems.
- have extensive experience in developing policies, protocols, and exercising training to ensure compliance and preparedness.
- have experience working with local and national enforcement agencies; experience with international agencies preferred.
- have experience of interacting with senior level site managers and efficiently influencing security discussions.
- have experience with the creation of budgets, cases to support expenditure, & capital project management.
