Dubai Holding is looking to hire a Senior Manager, Project Management Office - Infrastructure, reporting to the Executive Director – Infrastructure Management. The job holder will be responsible for coordinating, monitoring, and reporting the delivery of multiple infrastructure projects. The role holder will work closely with technical and commercial experts across Gas, District Cooling, Parking, and Marina assets to ensure projects are planned and executed in line with the overall strategy. The role will also support the Executive Director – Infrastructure on both technical and financial aspects of delivery and convert complex information into clear management insights to support decision-making.

Key Accountabilities:


Project Planning & Execution Support

  • Support the development and execution of infrastructure projects (district cooling, gas, utilities, parking, marinas) from feasibility through delivery.
  • Prepare and maintain project schedules, milestones, and progress reports.
  • Coordinate inputs from technical, commercial, finance, legal and other teams involved to ensure project readiness.
  • Track project costs, timelines, and risks; propose corrective actions where needed.
  • Participate in project review meetings and prepare consolidated summaries for management.


Portfolio Oversight & Reporting

  • Maintain a centralized overview of ongoing and planned projects across all infrastructure verticals.
  • Consolidate project data and KPIs into portfolio dashboards for executive management.
  • Support monthly and quarterly reviews of progress, cost, and performance.
  • Identify cross-sector dependencies and opportunities for operational synergies.
  • Ensure consistent application of project management standards and reporting templates.


Cross-Functional Coordination

  • Work in close collaboration with Gas, District Cooling, Parking, and Marinas experts, ensuring integration and alignment of technical and commercial initiatives.
  • Act as a coordination point between asset experts, project teams, and internal departments (Finance, Legal, HSE, Concessions, DHRE).
  • Facilitate communication across sector leads to identify shared challenges, optimize interfaces, and avoid duplication of efforts.
  • Support preparation of cross-sector progress reports and steering committee materials.


Analytical & Strategic Support

  • Assist in preparing business cases, feasibility analyses, and performance benchmarks.
  • Conduct cost, schedule, and variance analyses to support management decisions.
  • Develop presentations and strategic updates for management and investment committees.
  • Contribute to the design and roll-out of governance tools, performance dashboards, and reporting frameworks.


Governance & Quality Assurance

  • Support the implementation of governance frameworks, approval processes, and control mechanisms across the platform.
  • Maintain project documentation, risk registers, and change logs.
  • Coordinate with HSE team to ensure all projects comply with HSE, regulatory, and quality standards.
  • Contribute to continuous improvement of project management processes.


Who we are looking for:

  • Minimum 6 years of experience in project management, consulting, or infrastructure delivery is required.
  • Experience in PMO, consulting, or coordination roles involving multi-sector infrastructure projects.


Education / Professional Certifications:

  • Bachelor’s degree in engineering (mechanical, industrial or utilities related)
  • Master’s Degree (preferred)


Technical Competencies:

  • Solid understanding of engineering fundamentals related to utilities, mechanical systems, or network operations
  • Proficiency in project management tools (MS Project, Primavera, or equivalent)
  • Strong analytical and reporting skills (Excel, PowerPoint, data visualization tools)
  • Understanding of business case preparation, KPIs, and portfolio performance tracking
  • Exposure to contract management and risk monitoring processes
  • Familiarity with infrastructure project lifecycles, EPC/O&M interfaces, and capital delivery
