JOB PURPOSE:

To provide the portfolio managers with the necessary market research and recommendations on different strategies and instruments in public markets to fulfill the investment mandates in line with the goals, objectives, and guidelines of OIA.


ROLES AND RESPONSIBILITIES:

• The Asset Allocation unit is the custodian of the Strategic Asset Allocation (“SAA”) and Tactical Asset Allocation (“TAA) and is responsible to steer the portfolio long term goals and financial objectives.

• Asset Allocation role is to ensure investments would collectively maximize long term returns that would meet or exceed long-term target returns, within the corresponding risk parameters.

Conduct extensive research on continuous basis focusing on asset class trends and investment strategies along with macro and market analysis in order to evaluate and recommend the appropriate allocations to asset classes/portfolios managed by Public Market Department. Asset Allocation takes a big-picture approach to market analysis, helping ensure the contributions of each asset class would collectively generate optimal aggregate portfolio for Public Markets’ investments.

• Responsible for asset allocation models and development of market/asset class valuation tools for tactical and strategic rebalancing of Public Markets portfolios to drive the optimal risk-return outcome of the portfolio.

• Propose inclusion and timing of specific instruments or strategies based on market assessment, fundamental analysis, valuation and liquidity considerations.

• Continuous engagement with Public Markets’ Portfolio Managers on execution of TAA and SAA, including asset class level asset allocation, asset class development, transition management and implementation.

• Perform screening and due diligence on externally managed strategies or market access vehicles for the purpose of market exposure and portfolio diversification in line with the Public Markets’ portfolio objective and Asset Allocation strategy.

• Asset Allocation unit manages allocation and composition of systematic risk throughout the portfolio and helps guide and prioritize active strategy development over short, medium and long-term horizon.

• Contribute to the investment portfolio construction process and establish regular portfolio review mechanism to ensure efficient implementation of the defined strategy and flexibility in case of any subsequent changes to the portfolios.

• Design and devise performance analytics and scenario testing for Public Markets portfolio, and constantly assess actions and options for the portfolio.

• Monitor and report on performance of investments of internal and external portfolios in timely manner against risk, return, and liquidity objectives to validate the defined Asset Allocation strategy and take corrective decisions if necessary.

• Develop long term performance measurements and benchmarks for asset classes and the portfolio

• Comply with the implementation of the Public Markets Department policies and procedures, to ensure that all relevant procedural and legislative requirements are fulfilled.

• Comply with all relevant health, safety, and quality requirements, in order to guarantee employee safety and legislative compliance.

• Contribute to the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘leading best practices’, improvement of business processes, cost reduction and productivity improvement.


MINIMUM QUALIFICATIONS AND REQUIREMENTS:

  • Bachelor’s Degree Specialization in Finance, Business Management, Economics, Accounting or any other relevant field
  • CFA & FRM are preferred
  • 14-16 years of related experience
  • Fluency in English is essential
  • Fluency in Arabic is advantageous
  • Proficiency in MS Office is essential (especially Excel and PowerPoint)
  • Experience with business related software and programming is desirable
