Job Description
The Position:
The Programme Analyst/Field Coordinator analyses and assesses relevant humanitarian, and development needs and trends, guiding and facilitating the delivery of UNFPA’s programmes, especially at the local and community level.
You will report to the Emergency Response Coordinator.

It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030. This mandate is pursued through a focus on four interconnected outcomes: ending the unmet need for family planning; ending preventable maternal deaths; ending gender-based violence and harmful practices; and adapting to demographic change through evidence and rights-based policies.
In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards and who will defend them courageously and with full conviction.
UNFPA is seeking candidates who transform, inspire, and deliver high-impact and sustained results and ensure effective external relations, communications, and partnership-building and resource mobilization in a rapidly changing development and funding landscape. We need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in programme results.
Job Purpose
Working within a large and complex decentralized Country Office (CO) environment, you will support the effective management of UNFPA activities in the areas of sexual and reproductive health, ending gender-based violence, adolescent and youth programming, and population and development. Through substantive analysis and assessment of humanitarian, development, political, social, and economic trends, you will contribute to supporting the implementation of the CPD, project formulation and evaluation, joint programming initiatives, and national humanitarian and development frameworks.
You will monitor results achieved during implementation, guide the appropriate application of systems and procedures, and develop enhancements as required.
You Would Be Responsible For
- In collaboration with Government counterparts, particularly at the local authority level, NGOs, communities, and other partners, contribute to the design and implementation of the country programme and its component projects, ensuring alignment with Government priorities and UNFPA programme policies and procedures.
 - Ensure appropriate monitoring and oversight mechanisms and systems are established and implemented.
 - Analyze and interpret the humanitarian, development, political, social, and economic environment relevant to UNFPA activities, identifying opportunities for UNFPA assistance and intervention.
 - Review policy papers, strategy documents, and national humanitarian and development plans; prepare briefs and inputs for policy dialogue, technical assistance coordination, and humanitarian and development frameworks.
 - Assess the implications of new policy developments and strategies on programme execution, ensuring their integration into ongoing activities.
 - Establish collaborative relationships with executing agencies, experts, government counterparts, and other UN agencies to facilitate timely and efficient programme delivery.
 - Assist in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management to support future planning and personnel training needs.
 - Support the advocacy and resource mobilization strategy of the CO by preparing relevant documentation, including project summaries, conference papers, speeches, and donor profiles, and by participating in related meetings and public events. 
 
Qualifications and Experience:
Advanced degree in health, population, demography and/or other related social science discipline is required.
Knowledge And Experience
- Two years professional experience in the field of development and population activities, with experience in programme/ project management is required.
 - Practical experience in design, monitoring and evaluation of development projects
 - Experience using office software packages and web-based management systems.
 
Fluency in English and Ukrainian is required
