Our Challenge:
Synechron is looking for a Procurement Analyst who will play a key role in supporting the procurement process through analyzing and refining business and technical requirements, developing detailed RFX solicitation documents, and managing procurement activities from planning through post-award activities. This individual will ensure procurement strategies align with project objectives, facilitate vendor engagement, and maintain compliance with government policies.
Responsibilities:
1. Solicitation Document Preparation
- Support the development of procurement strategies aligned with project goals.
- Research, analyze, and refine both business and technical requirements.
- Prepare Request for Proposal/Quote/Tender (RFX) documents and associated review materials.
- Identify potential subprojects requiring separate RFXs for specific vendor services.
- Interpret RFX documents for vendors and draft formal responses to vendor inquiries.
2. Evaluation & Debriefing
- Develop selection methodologies, evaluation plans, mandatory criteria, and evaluation schedules.
- Review vendor bids/proposals for completeness, accuracy, and compliance.
- Prepare evaluation documentation and final award recommendation reports, ensuring adherence to Alberta’s procurement policies.
- Assist in organizing bidder conferences, vendor presentations, and developing agendas.
- Support debriefing sessions for unsuccessful vendors to ensure transparency.
3. Post-RFX Activities
- Collaborate with the department to finalize vendor contracts.
- Conduct post-procurement reviews, vendor performance evaluations, and document lessons learned.
- Prepare formal evaluation reports and procurement recommendations for approval.
- Maintain accurate procurement and contract records in accordance with policy.
Requirements:
- Relevant post-secondary education in supply chain, procurement, business, or a related field (degrees, diplomas, certificates; minimum 2-year diploma)
- PDF Document Editing: At least 2 years of experience editing documents in Adobe Acrobat Pro or similar software
- Procurement Activities: At least 4 years of experience independently developing and releasing RFXs, NFRPs, RFQs, RFIs, conducting negotiations, evaluations, gathering supplier feedback, and executing contracts
- Public Sector Procurement: At least 4 years of experience working within public sector procurement processes, including understanding trade agreements and bid law
- Strong analytical skills to research and refine business and technical requirements
- Excellent organizational and project management abilities to oversee procurement from planning through post-activity review
- Ability to interpret complex procurement documents and communicate effectively with vendors and internal teams
- Familiarity with government procurement policies and procedures
- Experience using Microsoft Outlook for managing emails, tasks, and calendars (minimum 2 years)
- Experience with basic Excel skills in a work environment
Nice to Have:
- Completion of SCMP or other equivalent procurement certifications.
- Experience using SAP and Ariba for contract and procurement management (minimum 2 years).
- Experience with tender systems (E-bidding).
- Proven experience proofing and formatting Word documents in a professional setting (minimum 2 years).
- Experience with developing and managing procurement evaluation tools and methodologies.
- Knowledge of trade agreements and legal considerations in public sector procurement.
